THIS IS A REQUEST FOR INFORMATION ONLY. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources for:

This requirement is a continuation of existing Local Exchange Carrier (LEC) services at the VA DISTRICT 5 Telecommunications Business Office (TBO) infrastructure. These LEC services include plain old telephone service (POTS), Primary Rate interface (PRI) service, Direct Inward Dialing numbers, Caller ID (name and number) feature (POTS Line and PRI Circuit (23B+D)), Call Wait feature, Call Hunting/Roll over feature, Primary inter-LATA (Local access and transport area) and Carrier provisioning. The Contractor shall provide telecommunication services at the facility 24 hours per day, 7 days per week with maximum service availability. Without these LEC services, VA locations within Telecom Business Office area would lack phone service, which would have a direct negative impact on patient care. The proposed action is for a firm-fixed-price base+4 contract, the period of performance for telecommunication services will be from 3 April 2025 thru 2 April 2030.

Potential candidates having the capabilities necessary to provide the above stated requirement are invited to respond to this Request for Information via e-mail to Matthew Combes at matthew.combes@va.gov no later than 24 March 2025, 12PM PDT. No telephone inquiries will be accepted.
