About this file

This document is an Amendment to a Request for Quote (RFQ) for testing rail anchors on a skybridge at a Veterans Affairs facility. The solicitation (36C26025Q0144) requires testing window washing track rail anchors located on both sides of a skybridge, with 128 attachment points total. The contract involves testing these anchors to determine their load-bearing capacity, with an initial proposed test load of 5,000 lbs, though the Q&A section clarifies that industry standard testing at 2,500 lbs may be acceptable.

The RFQ is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20, located in Vancouver, Washington. The solicitation closes on 03/21/2025 at 4:00 PM PDT, and the final test must be certified and stamped by a structural engineer. Potential contractors can access the track system via a roof hatch in the elevator lobby or through a hinged window on the third floor. The purpose of the track is to support a bosun chair for window washing operations, and the testing will verify the system's safety and load-bearing capabilities.

RFQ 36C26025Q0144 Skybridge Test Rail Anchors Q&A

Q) Total number of anchors that need to be tested.

A: Refer to attachment 3 and 4. The system to be tested is the “track for window washing” labeled on the drawings. The system spans the length of the skybridge on both sides above the windows. According to the drawings this system attaches to the skybridge in 128 locations on either side.

Q) How can these anchors be reached/accessed?

A: There is a roof hatch with ladder in the elevator lobby of the skybridge and this leads to the roof of the skybridge. You can also access the roof of the skybridge on the VA end of the skybridge through a hinged window on the 3rd floor.

Q) "One thing I noticed is that the RFQ states to test to 5,000 lbs. We would have an issue with this. We need to certify that they track can support 5,000 lbs. but testing to this load will most likely damage the track and render it unsafe for use. These tracks are normally designed to brake at 5,000 lbs. or just above it. It is industry standard to test tracks like these to 2,500 lbs. which is above twice the 1,000 lbs. working load. If we need to test to 5,000 lbs. we would need to verify that the tracks were designed to loads greater than required by OSHA and industry standards."

A: If the industry standard is to test the tracks to 2,500 lbs. then yes test it to 2,500 lbs.

Clarification 1: The final test will be certified and stamped by a structural engineer.
