About this file

This document is an amendment to a solicitation for a contract to retrofit the HVAC systems in four buildings. The key details are:

The purpose of this amendment is to provide the sign-in sheet from the site walk and responses to questions received. The questions cover topics such as preferred HVAC equipment manufacturers, handling corroded piping, work sequencing and phasing, system downtime, and requirements for temporary cooling. The responses indicate that the solicitation does not specify brand names, the contractor is responsible for replacing all non-copper piping, the government has no building priority preferences, and temporary cooling may be required depending on the work schedule. The solicitation number is 36C26024R0101 and the work is for the Department of Veterans Affairs, Veterans Integrated Service Network 20. The solicitation includes attachments with as-built drawings and does not require the contractor to provide any additional information beyond coordination drawings and as-builts after award.

Questions and Answers:

1. Is there a preferred manufacturer for the HVAC units being replaced?

VA Answer: This solicitation does not include brand name only requirements. The Government preference is that HVAC units meet sizes of units, types (form/fit/function), and at minimum match performance from existing units.

1. If we find corroded piping connected to the HVAC units being replaced, should this be replaced? If so, this will need to be a contract modification.

VA Answer: If this refers to the chiller piping connections, the corrosion is the essence of the project and reasoning for replacing all steel pipe with copper, corroded or not. For B212 specifically, please see the Statement of Work, B212, # 4 (page 8): interface to existing components shall be complete, sound, secure, and leak free. Remove and replace all line-sets from end to end.

1. We will provide a phasing plan to the VA, but to assist in the proposal and scheduling, is there a building(s) that has a higher priority so we can incorporate that into our phasing plan?

VA Answer: VA does not have any preference on work sequence/building priority at this time. However, detailed and finalized scheduling is subject to approval as set out in the specifications post-award.

1. What is the timing for shutting down the system?

VA Answer: The chilled water demand substantially less between October and April. However, the AHUs need to stay on to provide adequate CFMs for heating/cooling supply terminals. Therefore, action plans and shutdown coordination per each building shall be submitted 21 days in advance and require approval.

1. How long can the chiller be offline?

VA Answer: The chiller can be offline during low cooling demand months. However, some buildings are required to be temperature regulated all-year round. Therefore, action plans and shutdown coordination per each building shall be submitted 21 days in advance and require approval.

1. Are there any requirements to provide temporary cooling during system shutdown? If done over the winter, this shouldn't be an issue, but we need to prepare if the project runs into the summer months.

VA Answer: Temporary cooling service may be needed if work at any buildings occurs during high cooling demand months. This anticipation should be incorporated into the proposal, and, if an award is made, into the schedule of cost and work schedule breakdowns per building and anticipated duration(s) of work.

1. For the chilled piping that needs to be replaced, is this the entire system or just the primary system? The difference in pricing would be substantial.

VA Answer: The entire chiller piping system at anywhere if they are found to be non-copper between the outside chillers and the AHU except earth buried piping, and between the basement wall and the bottom of the basement ceiling, shall be replaced with copper type K/L which includes hydronic pumps, air separators, valves, and other appurtenance. The Government anticipates if copper pipe is discovered during insulation removal indicating no replacement needed of that section of pipe that a credit will be given for that section of piping by the contractor to the Government.

1. Regarding the scope of work in Building 201A, are we replacing the pipe from the inlet at the wall to the unit only on the chilled side, or are we replacing all the pipes on the chilled side?

VA Answer: The entire chiller piping system at anywhere if they are found to be non-copper between the outside chillers and the AHU except earth buried piping, and between the basement wall and the bottom of the basement ceiling, shall be replaced with copper type K/L which includes hydronic pumps, air separators, valves, and other appurtenance. The Government anticipates if copper pipe is discovered during insulation removal indicating no replacement needed of that section of pipe that a credit will be given for that section of piping by the contractor to the Government.

1. Do we have as-built drawings for all the pipes on the chilled side?

VA Answer: See attachment 7. The existing as-builts do not remove the responsibility from the contractor, if an award is made, to provide coordination drawings and as-builts as outlined in the specifications.

1. Will this work be scheduled after hours or on weekends for the chiller and HVAC work?

VA Answer: Normal working hours for the facility are 8am to 4:30pm daily, Monday through Friday, excluding Federal holidays. Contractor requests to work after hours and on weekends that are not directed by VA must be made 7 days in advance to the COR for the project.
