REQUEST for PROPOSAL 36C26024R0085 CON 663-CSI-021 RENOVATE BLDG 100, 2ND
FLOOR FOR IR LAB REPLACEMENT, VA PUGET SOUND HEALTH CARE SYSTEM
SEATTLE, WASHINGTON
REQUESTS FOR INFORMATION 001 – 023 RESPONSES
1. Drawing A-601, Wall Schedule only depicts one wall type #2. This wall is drawn without acoustical insulation. Will the VA confirm that all new walls are to be constructed without insulation?
VA can confirm that all new walls are to be constructed to provided specifications.
2. Drawing AE421, Elevation #4 depicts new upper and lower cabinets with a countertop.
There are no keynotes nor floorplan references, or finish Specifications in Section 09 06 00.
Will the VA provide clear directions if these cabinets / countertops are to be fabricated and installed for this project? If so, will the VA provide material / fabrication instructions and specifications for these cabinets?
Drawing AE421, Elevation #4 depicts cabinetry which is already installed at the location. It is not subject to demolition requirements.
3. Drawing AE421, Elevation #4 depicts new upper and lower cabinets with a countertop.
At the lower left of the base cabinets there appears either a tall cabinet door or possibly and under the counter refrigerator. If this is a refrigerator, this does not appear on the equipment schedule, and there is no responsibility matrix for who may be supplying and installing this equipment. Will the VA clarify what this cabinet / unit is supposed to be and if a refrigerator, specifications, and who supplies and installs it?
Drawing AE421, Elevation #4 depicts cabinetry which is already installed at the location. It is not subject to demolition requirements.
4. The Specifications contain Section 28 13 00 – Physical Access Control System.
Drawing A-601 does not depict any access control in the Door Schedule or details. Will the VA confirm no Physical Access Control work is required for this project?
Specification Section 28 13 00 – Physical Access Control System included in error. There is no such work required for this project.
5. I saw a posting about the Renovation of the Seattle VA Interventional Radiology Lab and wanted to inquire if this project will be soliciting bids for laboratory casework and/or fume hoods.
If so, we would like to submit.
As per the provided scope of work, casework and fume hoods are fundamentally not the subject of this solicitation. It is the policy of the VA not to provide any information regarding any potential additional contracts outside the scope or work as written.
6. RFP Page 71 of 80, Volume 2, Section 5 states, “Offerors shall clearly note on page 4 which alternate(s), if any, from the Specifications Volume 2a, Section 01 00 00, paragraph 1.3, included with their base proposal. The base proposal shall include all work identified in the SOW, specifications, and drawings and each alternative is a “deductive”.” We do not find any alternates listed. Please clarify.
This is the remnants of boilerplate language: the Seattle VA can confirm that this contract does not include any alternatives/deductives.
7. Construction Documents page AD101 keynote #2 instructs the contractor to (Remove Existing Equipment and All Supporting Equipment, Coordinate Disposal with VA COR.
a. Is it the governments expectation that the Contractor is to remove the entire Interventional Radiology Equipment?
Removal of the specified existing equipment is the expected work of the construction contractor.
b. Will the contractor be responsible for removing the equipment to an off-site location?
There is no expectation of salvage or delivery of the equipment to an alternative location: the expectation is simply for removal and appropriate disposal of the equipment.
c. If it is the governments expectation to have the contractor transport the Interventional Radiology Equipment, please identify the location of expected delivery.
No intended specific transport: old equipment slated for removal is merely expected to undergo appropriate disposal via the construction contractor.
8. We plan to bid on the upcoming Building 100 IR Lab Replacement project. Although I wasn’t able to make the walk-through, I’ve compiled the following RFIs for your consideration:
This bullet point does not appear to have a question/RFI to answer.
9. Per the Solicitation document, Volume 1 of the proposal is to contain resumes of Key Personnel to include Project Manager, Site Superintendent, Quality Control Manager and Site Safety and Health Officer (SSHO) and that all roles should be filled by separate individuals. On a project of this size/scale, would it be appropriate to allow for the Project Manager and Site Superintendent to fill the QCM and SSHO roles or does the Government want four separate individuals dedicated to this project?
Please submit four separate individuals for those roles. You may submit a proposal with fewer, however, understand that it could be viewed as a deficiency and negatively reflect on your proposal as a whole.
10. Per the Solicitation document, Volume 1 of the proposal is to contain past performance examples, but it is unclear whether past performance of key team members at former employers will be accepted. As a new small business, it is essential to show team performance at prior employers to properly demonstrate experience. Please confirm that past performance at former employers is acceptable in the Technical Proposal.
Past performance at prior employers is an acceptable example for demonstrating team knowledge and performance.
11. Drawing SF102 shows Unistrut locations for new and existing framing. Notes indicate that some Unistrut P1001 Support Rails are existing but that the contractor is to field verify. For bid purposes, should bidders assume there are any P1001 Support Rails? If so, how many should be assumed, as there was no opportunity to remove the full ceiling and inspect prior to bid.
Drawing SF102 indicates there are eleven (11) P1001 support rails indicated.
12. Can any photos of the existing space and/or equipment be provided?
Unfortunately, due to time restraints and other obligations, the Seattle VA is unable to provide any site photos at this time. Please make best estimates possible from drawings.
13. Demo drawings call for Contractor to coordinate with Government for removal of the existing equipment in the room. Please advise if any existing equipment requires hazardous material handling or if any equipment is to be returned to the Government.
It is the consensus of the Seattle VA and the existing equipment provider, Siemens Healthcare, that none of the existing equipment should be considered hazardous material. The equipment is sufficiently outdated as to be slated for scrape/disposal rather than salvage, so there is no expectation that it should be returned to the government or provider.
14. AD102 calls for ceiling grid, tile and Unistrut to be removed and to be re-installed.
AC101 shows reuse of existing Unistrut but new ceiling grid and tile. Please confirm that the intent is for a new ACT grid and tile system to be installed in the space.
Confirmed, a new ACT grid and tile system are expected to be installed in the space.
15. After demolition of the existing flooring, it is anticipated that floor leveling will be required in order to ensure all tolerances for new equipment is met. It is recommended that all bidders carry a standard allowance for this unknown scope. Please advise if the government would like bidders to carry and allowance or excluded all floor leveling from the base bid.
Please do assume an allowance for floor leveling.
16. Please confirm that all existing walls have lead lining and Contractor’s scope is confined to ensuring the new opening assembly is lead-lined as per Detail 2, A-501 and the lead-lined gypsum wall board is to butt to existing wall gypsum wall board. If there’s a detail for the gap between new and existing lead-lined gypsum wall board, please provide.
Contractors to review Lead Shielding Design from Corwin, in most cases the existing lead is sufficient, the equipment room (S2.132) will require field verification from contractor. There is no detail for gaps between new and existing lead-lined gyp.
17. Please confirm that the Control Room S2.182 and Viewing Room 2D-162 have ACT ceilings and will allow access for Mechanical work. Advise whether existing damaged ACT in these rooms should be reinstalled or if an allowance should be carried by all bidders for select replacement of existing damaged ceiling tile in this room.
Control Room S2.182 has ACT ceilings, there is no mechanical scope in room 2D-162 (work in this area is in the interstitial space above the second floor) – damaged ACT ceiling tiles will be replaced.
18. Please advise who the approved building sprinkler, fire alarm and HVAC controls contractors are, if any.
We are contracted with Guardian for Fire Alarms and sprinklers, and with ATS for HVAC.
19. Please provide photos of the existing Electrical Room 2D-164.
Unfortunately, due to time restraints and other obligations, the Seattle VA is unable to provide any site photos at this time. Please make the best estimates possible from drawings provided.
20. Confirm that the new Eaton UPS, Batteries and Transformer are all furnished, installed, commissioned and startup performed by others.
Siemens will provide the equipment, however, installing and wiring the device will be part of the construction contractors duties. Siemens will then take over startup and commissioning.
21. Please clarify if the UPS Remote Monitoring Device is furnished, installed & programmed by Contractor or Others?
Siemens will provide the equipment, however, installing and wiring the device will be part of construction contractor duties. Final programming and commissioning will be conducted by Siemens.
22. Please confirm that Siemens will provide and install the new IR equipment in the room and Contractor is to facilitate coordination only.
Confirmed, Siemens Healthcare will be in charge of delivery and instillation of the new IR equipment with contractor providing coordination only.
23. Please confirm that any materials or equipment that is specified in the drawings or specifications are approved to be purchased and installed, even if not manufactured in the United States.
Confirmed, materials and equipment specified are to be purchased and installed even if not manufactured within the United States provided that the project as a whole complies with any potential federal purchasing standards outlined within the specifications.
