About this file

This document is an Amendment 1 to a Request for Proposal (RFP) for the Upgrade Fire Sprinkler System at B61 project, Solicitation Number 36C26024R0073. The amendment provides clarification on several aspects of the Statement of Work (SOW), including: 1) confirming that the project does not require interior design work, but rather restoration of any damaged interior finishes; 2) clarifying that physical security requirements are limited to ensuring tamper-proof conduit for low-voltage cabling to the fire detection, alarm, and suppression systems; and 3) confirming the requirement for an Industrial Hygienist to conduct a pre-renovation asbestos survey. The RFP is being issued by the U.S. Department of Veterans Affairs Network Contracting Office 20 (V4CONT) for the Veterans Health Administration's Veterans Integrated Service Network 20.

SUBJECT: RFP: Amendment 1, 36C26024R0073, Upgrade Fire Sprinkler System at B61

Questions and Answers

1. Question: SOW item 8 discusses interior finishes requirements. Please confirm that this project includes interior finish design.

0. We understand that per paragraph 8, “All interior design work shall be completed by the A/E Interior Designer…”, however we don’t see that there is any interior design work to be done. Paragraph 5 provides the four primary purposes of the project, and interior design isn’t listed.

0. By the way, fire sprinkler upgrade projects for existing facilities typically involve matching of existing finishes- as opposed to designing new finishes.

0. Please confirm that an Interior Designer isn’t needed- or provide the Interior Design scope.

Answer: Correct the intent was to restore damaged interior finishes to existing conditions if damaged during construction; it was not a full interior finish scope of work.

1. Question: SOW item 12 discusses physical security requirements. Please confirm that this project includes physical security requirements.

1. We understand that paragraph 12 describes the qualifications of an A/E security specialist, but we don’t see that there is any physical security design work to be done. Please confirm that a security specialist isn’t needed- or provide the physical security design scope Answer: The requirement should be that all LV cabling to Fire Detection, Fire Alarm and Fire Suppression activation is to exist in tamperproof EMT conduit raceway and that all terminations at the FA panelboard were to be lug fitting between raceway and enclosure

1. Question: SOW item 15 discusses Industrial Hygienist requirements. Please confirm that this project includes IH consulting and/or design.

2. We understand that paragraph 15 requires that the A/E retain the services of an Industrial Hygienist (IH), but we don’t see that there is any IH design work to be done.

2. Please confirm that an IH isn’t needed- or provide the IH design scope.

Answer: The extent of the survey depends on the scope of the project, but anytime a project includes a pre-renovation/demolition work in any of our buildings, we are required to complete a pre-renovation/demolition level asbestos survey meeting the National Emission Standards for Hazardous Air pollutant (NESHAP-EPA) requirements.

In addition, this satisfies the pre-renovation/demolition survey requirements by the local clean air agency-Puget Sound Clean Air Agency (PSCAA) as well as the requirements outlined in VHA Directive 7714.
