About this file

This document is an amendment to a solicitation (Solicitation Number: 36C26024R0054) for Architect-Engineering (A-E) services for preliminary concept and program development, investigative services, design, and construction period services for Project #668-24-102, Replace Windows Building 1 at the Mann-Grandstaff VA Medical Center in Spokane, Washington.

The amendment provides answers to questions received from potential offerors. Key details include: the definition of "recent projects" as those where services were provided within 5 years of the solicitation closing date, the page limits for narrative submissions, confirmation that CPARS are not required with the SF330 submission, and clarification on the "Physical Security" position. The contract is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with an anticipated award in June 2024 and a 205-calendar day period of performance for design completion. The NAICS code is 541310 Architectural Services with a $12.5M small business size standard. The magnitude of construction is between $5-10 million.

The purpose of this Amendment is to provide answers to timely questions received in response to the subject solicitation.

Susan Howe Contracting Officer

1. Question: Selection Criteria 2 – Specialized Experience and Technical Competence defines recent projects as those where services were provided in the 5 years prior to the closing date of this solicitation. Please advise if “services” include construction phase services or only design services?

Answer: “Services” as referenced in this statement refer to both design and construction period services. If the entirety of the A/E services, including construction period services, ended within five years of the closing date of this solicitation, it is considered recent.

2. Question: Selection Criteria 2 –Specialized Experience and Technical Competence states that “narratives submitted in Section H of the 330 shall not exceed one (1) page in length for the Offeror and each key consultant,” while allowing 10 pages total for this criterion (this Criterion includes sections F, G & H). Does this mean the 10-page limit applies to Section F + G + the Specialized Experience narrative in Section H? Does the 1-page limit apply to each Section H narrative topic (1 page for management approach, 1 page for coordination of disciplines/subcontractors, etc.) or is it 1 page combined?

Answer: The 10 pages total limit applies to the narrative submissions in total. The 1 page limit applies to the Offeror and each key consultant; for example, if there is one offeror and two key consultants, each individual could use one page for their narrative for a total of 3 pages.

3. Question: Selection Criteria 3 – Past Performance states that the CPARS database will be reviewed to evaluate the projects and requires PPQs to be submitted for any project that does not have CPARS. Can you please confirm that CPARS are NOT required to be submitted with the SF330?

Answer: Correct, CPARS are not required to be submitted with SF330 submission.

However, as stated in the notice, the contract number must be included for all projects provided in Section F so CPARS can be reviewed in the database.

4. Question: Under Selection Criteria 1, Professional Qualifications, it requests a resume for each of the key positions, including Physical Security. Can you please provide clarification on what is meant by the “Physical Security” position?

Answer: The Physical Security position is held by somebody who provides technical support with the design and implementation of physical security requirements (such as those outlined PG-18-10) for components of the project where additional security beyond standard measures is required.
