Attachment 1 Questions and Answers Question 1: On RFP Page 69 of 78, under Section 5 instructions for the Bid Schedule, it states, “Offerors shall clearly note on page 4 which alternate(s), if any, from the Specifications Volume 2a, Section 01 00 00, paragraph 1.3, included with their base proposal.” This paragraph also indicates that each alternative is a “deductive”. The Price Schedule only has one CLIN. In addition, we are unable to locate Specifications ‘Volume 2a’ but in the specifications that were provided, Section 01 00 00 para 1.3 only discusses one bid item and does not indicate any alternates or deducts. Please advise.

Answer 1: There are no bid alternatives or deducts.

Section 5 is changed to read:

Section 5: Each offeror is required to complete the price schedule (page 6 of this solicitation). The proposal shall include all work identified in the SOW, specifications, and drawings.

Question 2: On RFP Page 66 of 78 under Factor 2, it states that all (key personnel) roles shall be filled by separate individuals and dual-hatting is not acceptable. Can you please confirm that the Site Superintendent, Quality Control Manager, and SSHO must be three separate individuals on this project?

Answer 2: Per the COR, the Site Superintendent could be the SSHO but not the Quality Control Manager. The Quality Control Manager could also be the SSHO. It is important that the Site Superintendent not be Quality Control.
