Project Title: Replace R22 Chillers.

Project Number: 531-24-103

Project Location: Boise VAMC, 500 W. Fort St, Boise, ID 83702.

The purpose of this amendment is to provide answers to proposed questions as well as to provide the site visit sign in. See continuation pages for details.

1. Question: Will a bid bond be required?

VA Response: Yes.

2. Question: Who is the preferred commissioning agent?

VA Response: None Preferred.

3. Question: Who is the preferred controls contractor?

VA Response: Clima-Tech Corp is licensed and authorized to program to the VA network.

4. Question: Clarify valve on N Chiller B.67.

VA Response: On sheet M402, Detail 4 North Chiller 67, the plans call for (1) new motorized valve. This value was replaced recently and is in good condition.

Contractor shall reuse (1) existing motorized valve for North Chiller.

5. Question: Building 67 , Chiller 1 & 2 feeders share junction boxes in electrical room G25 and G25A, basement of 67. Will the VA allow new feeder wire to pass through exiting junction boxes? Or will we need to intercept and separate the new feeder wire. New feeder wire will be 480V?

VA Response: Yes, reuse existing conduit from roof to basement. Then install new conduit/feeder to 480 gear inside the same electrical room. 208v and 480v cannot be in the same junction box without separation per NEC. Yes, contractor can intercept conduit in electrical room, install new junction box, or provide separation inside existing so long as the jbox is large enough for the feeders.

6. Question: The existing GE Electrical switchgear ‘NDG1’ and ‘MDP1’ at Buildings

67 and 88 contains circuit breakers and components that are now obsolete. As shown in the drawings, the Electrical gear for these buildings will require the installation of 175A circuit breakers to feed the new chillers. When speaking to electrical vendors, the only 175A circuit breakers available on the market for these pieces of gear are 35kAIC rated. There will possibly be new mounting hardware required for installation as well. Please confirm the 35 kAIC rating and appropriate mounting hardware will be acceptable to use.

VA Response: B.67 gear was installed in 2015. contractor will need to purchase the newer style SACE Tmax XT breaker along with the mounting kit ABB has prepared for what they consider retrofit installs. Both the older SK and newer XT

These typically come in standard frame sizes with a swapable trip plug. That means it’d be a 200A or 400A breaker with a 175A plug (depending on frame size and availability). It would still be on the contractor to provide all necessary hardware including mounting kits in order to install a new breaker into existing equipment. The mounting kit for this board amounts to a couple of plates and screws and should be relatively minor compared to the cost of the breaker. ABB

Spectra Retrofit Kit. This board is rated for 65kA SCCR and the breakers in this board need to be 65KAIC. 35kAIC is not suitable. 65kAIC is required. If a 200A breaker is more widely available at the specified AIC ratings, and easier to obtain due to lead time, and doesn’t require the additional mounting hardware or just easier to install, etc., then they could install a 200A breaker and then use a fused disconnect with 175A fuses at the chiller to meet the MOCP overcurrent device per the chiller manufacturer cut sheet For B.88 the gear is older. Needing additional mounting hardware to install newer breakers into older boards is not uncommon and is expected in equipment that is older. B88 has a 500kVA transformer with a 5.29%Z (Impedance). This does decrease the available fault to below 35kA regardless of what the upstream fault current may be. A 35kAIC breaker is suitable for use in B88.

7. Question: Building 67 , Chiller 1 & 2 feeders share junction boxs in electrical room G25 and G25A, basement of 67. Will the VA allow new feeder wire to pass through exiting junction boxes? Or will we need to intercept and separate the new feeder wire. New feeder wire will be 480V.

VA Response: Answered above.

8. Question: Are there any additional as-builts for the chiller units?

VA Response: All existing as-builts were used to produce current construction drawings. Is there a specific item you are looking for? All facility asbuilts will be available at FMS office for viewing purposes.

9. Question: Are their staging locations that are preauthorized for use? Laydown areas predesignated for materials? Areas for trailer set up? Secure material storage predesignated?

VA Response: Contractor parking located near loading dock of 77. Next to each existing chiller location. B77 contractor parking. We have space around campus.

Contractor would need to provide container and lock, if needed.

10. Question: Are there any buildings with noise restrictions and if so are off hours and weekend work required?

VA Response: No. Normal hours is adequate.

11. Question: Does the city/county/state require any inspections or permits to be pulled?

VA Response: Federal work. No city/state/county permits required.

12. Question: Can Superintendent and Safety be the same person? Superintendent and Quality be the same person?

VA Response: Yes, with OSHA 30 card No, superintendent should be focused on subcontractors and schedule.

13. Question: Will we be working with any insulation that has asbestos and if so are their any hazmat reports available?

VA Response: No asbestos is anticipated. Chillers and insulation were installed long after asbestos was banned.

14. Question: Are any of the buildings Historical buildings (Example Building 1) on site?

VA Response: 27 and 67 are historic but this scope does not change any of the architectural or SHPO requirements.

15. Question: Are their certain days, hours or locations that cranes cannot operate?

VA Response: No. We would expect them to operate during normal working hours, 7-5 on weekdays.

16. Question: Will specific contractor parking near the job site be available for tool trucks and critical equipment delivery?

VA Response: Yes. But it is on a first come, first serve basis with other contractors.

17. Question: Will you required us to use your controls contractor (such as

Climatech)? And if so when will they be providing their bid to us?

VA Response: No, any contractor that is certified to service Automated Logic system. The contractor will have to have access to the VA computer system.

Currently ClimaTech is the only contractor who has this access to our network.

18. Question: Relating to question 11, if yes, who is our POC for your controls person?

VA Response: Recommend contacting Mike Scott to request a bid.

19. Question: Who will the A/E be on this project? Can you share their RFIs and answers from the Design portion bid of the this project?

VA Response: Page 1 of the construction drawings. AESUS Design RFI’s are not applicable to construction bids.

20. Question: Are there any special commissioning reports or requirements?

VA Response: Test and Balance of chilled water system

21. Question: Do you have a specific commissioning agency that Boise VA Sole sources for this project?

VA Response: See repeat question above.

22. Question:Are there any seismic requirements or reports required for commissioning or component installation?

VA Response: no

23. Question:Is there any specific format for Volume 1 - Past Performance Proposal in terms of project information that is required for each past project (i.e. Contract

24. Question: Are there specific submission requirements for the Volume 2 Price

Proposal in addition to the completed and signed SF1442 with the total price offer?

VA Response: Please follow all of the solicitation instructions for providing price in the SF 1442 and solicitation attachments.

25. Question: Please confirm if Volume 1 Past Performance and Volume 2 Price

Proposal are to be submitted as two separate files?

VA Response: Price proposal will be submitted as part of the solicitation and solicitation attachments. Past performance will be submitted as a separate document along with the proposal.

26. Question: Please advise if there is any Asbestos known to be present in the areas of work on this project, and if any project-specific site surveys have been completed for locating asbestos containing materials. To date, the VA has provided general Environmental Surveys for the entire facility and not a project specific survey. Pursuance to OSHA 29 CFR 1926, it’s the owner’s responsibility to identify and quantify environmental hazards requiring abatement for a construction project.

VA Response: No asbestos anticipated and none has been identified. The VA has conducted extensive asbestos surveys of the entire facility.

27. Question: Please confirm, if asbestos is unexpectedly encountered during the project on materials required for removal, please advise the procedure for bringing the issue to the VA’s attention and whether a modification will be issued to address abatement.

VA Response: No asbestos anticipated or identified. If suspected materials are found, notify the COR. VA has an IH on staff that will test and send for analysis.

28. Question: Please advise if there are any phasing requirements or preferred sequencing by the VA for removing and replacing the Air Chillers on this project.

VA Response: Physical work can happen anytime between Nov 15 to March 1.

No phasing. Existing equipment should remain until know delivery of new equipment is locked in.

29. Question: Please clarify/confirm which Chillers are required to have temporary chillers while being replaced.

VA Response: No temp chillers should be needed.

30. Question: Please advise who the site HVAC DDC Contractor is?

VA Response: Answered several times above.

31. Question: Will crane work need to take place on the weekend?

VA Response: Advanced planning and coordination should prevent any weekend work.

32. Question: Can a helicopter be used to hoist chillers on/off the roof?

VA Response: Yes, with proper safety plan and notification. This has been done with several other roof top equipment.

33. Question: We would like to know if this is a brand new contract OR if there is

(was) an incumbent performing these services.

VA Response: New contract.
