Questions and Answers

Q1. Could you kindly provide an estimate of the amount of linen that would need to be cleaned on a daily basis?

A1. Approximately 1800 lbs of combined VA owned and contractor owned linen per day.

Q2. Is there currently an incumbent for Notice Id : 36C26024Q0385? If so, what is their name?

What is the contract number ? and what is the contract value?

A2. Contract: 36C26019C0019, Contractor: St. Luke's Regional Medical Center, LTD., Current Contract Value (base plus 4 option years and 52.217-8, 3-month extension):

$1,633,906.02

Q3. Just confirming that subcontracting on this is okay?

A3. Yes, but please reference FAR clauses 52.219-8 and 52.219-9 (incorporated through FAR clause 52.212-5) for planning purposes.

Q4. Could you specify the minimum daily quantities required for each item to be rented in the linen rental portion of the contract? This will help us determine the initial delivery amount and ensure that the stock is maintained at that level every day, even though billing is based on weight.

A4. Available approximate leased counts in circulation: Pillow cases – 500 , full sheets – 350, ½ sheets – 50 , small towels – 220, lg bath towels – 80, wash cloths – 700, cotton blankets – 300 , telemetery gowns – 60 and isolation gowns – 60. The Government COR and/or POC will notify the Contractor on a daily (Monday-Saturday) to request additional linens if necessary. The leased item count may fluctuate depending on time of year (winter versus summer), patient and VA employee staff need, etc.

Q5. Under B.2 Price/cost schedule the quantity of 248,000 and also 310,000 pounds. My question is,is the quote based on this amount being washed over the entire period or on a monthly basis or weekly basis?

A5. Quantity of 248,000 (VA owned linen) and 310,000 pounds (contractor owned linen) is an approximate yearly amount of pounds to be processed based on current and forecasted volume. The vendor shall invoice on a monthly basis for actual pounds processed during the month timeframe.

Q6. What is the Historical Annual Volume for this facility?

A6. Historically, 435,156 lbs total for both VA owned and contractor owned linen. The facility anticipates higher volumes moving forward, hence the 248,000 (VA owned linen) and 310,000 pounds (contractor owned linen).

Q7. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A7. See A1.

Q8. Is there an incumbent? If so, what is the contract number?

A8. See A1.

Q9. Name of the incumbent; Contract number; and any changes to the scope from the current contract?

A9. See A1. Minor changes in general to the PWS such as inclusion of performance objectives, quality assurance surveillance plan, defined meetings and emergency back-up plan.

Why doesn't the cost/price schedule match up with the different linen types/items to be laundered? Given the mismatch, is there a different list that the cost/price schedule is referring to?

A10. Line items 0001, 1001, 2001, 3001 and 4001 refers to any VA owned laundered linen. VA owned linen would include items listed in the PWS such as robes, bed sheets OR/surgical unit, bed sheet fitted, etc. Reference section 4 for complete list.
