The purpose of this Amendment is to provide answers to timely questions received in response to the subject solicitation.

1. Question: Will the VA provide ALL required 480V test power for testing breakers > 400A?

a. 480-volt AC / 125-amps within 25 feet of test location is required to perform primary injection testing. Facilities not having a ready source of 480-volt power can meet this requirement by supplying a 120-kW diesel generator.

Answer: The VA showed a 480V disconnect near rear loading dock during the site visit on 25 Mar 2024. This is the only 480V power VA is offering for contractor use. The VA does not provide generators.

2. Question: Can the VA provide ALL one-line drawings for bidding purposes of the Short Circuit/ Coordination/ ArcFlash study?

Answer: Yes, the previous test report from 2019 is attached to this Amendment along with panel list and one-lines needed for this project. Building 44 one-lines (not included in previous study) is also attached. Note that it is the responsibility of the contractor to verify the accuracy of all drawings provided.

3. Question: Does the VA want any or all on-hand spare breakers to be tested as well?

Answer: All installed breakers require testing whether they are being used or not. There is one medium voltage spare circuit breaker that requires testing.

4. Question: Please clarify what “manual testing” in this statement means:

a. “Breakers 225A and below require manual testing along with an open/continuity test with a meter.

Answer: See VHA Directive 1028 page 16 “All molded case circuit breakers (including frames size 225 amps or less) must be tested to determine if contacts open and reclose when breaker is manually tripped and restored. All panels are to be tested including emergency panels.” It is up to the contractor to determine the best way to meet the intent of this statement.
