CONTINUATION PAGE
1. Will there be a Limitations on Subcontractors (LOS) on for this solicitation? Since it is a SDVOSB there will be logistics companies attempt to subcontract over 50% of the work. We are a SDVOSB who does all of this work and would like to ensure that everyone is playing by the right rules. Easiest way is generally to have a LOS which lists any contractors which would be used and what % of each work, and the SDVOSB much represent at least 51% of work. If were to lose to a company who took advantage of the SDVOSB limitations we would immediately protest and it would come out easier so best to have it official from the start. If LOS is not something you are familiar with, then I’d be glad to sent you an example of what other Contracting Agents send out, which eliminate that problem.
Response to #1: Please see Section C.5 VAAR 852.219-74 LIMITATIONS ON SUBCONTRACTING—MONITORING AND COMPLIANCE (JUL 2018); along with 852.212-70: [X] 852.219–10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside. Also see in Section E1 Section 7.5 Part III: If the Contractor is not “self-performing”, provide proposed team, including all subcontractors and the duties which will be performed by the pertinent individuals/companies. This information will enable the contracting officer to assess the contractor’s compliance with the limitations on subcontracting or percentage of work performance requirement.
2. Is this meant to be 1 visit per year or 2 visits per year? Based the SOW the tasks listed it appears to be only one time per year for annual inspections. However, in the attached VHA Directive 1810 – starting on page 18 shows that these boilers have annual safety device testing AND semiannual testing. This site generally takes care of the Monthly and quarterly testing a preventative maintenance. Are the requirements listed in this solicitation meant to differ from the adapted started of VHA Directive 1810? We believe it should be for 2 visits a year, 6 months apart.
Response to #2: We are only required to have third party testing once per year. Our Staff performs the Semi Annual Testing.
3. As a Boiler Service company who completed this same work all over the country we are known to be very qualified for work on VA Boilers, especially it’s the same models we are worked on. In the Solicitation you sent out in Section C.5. Qualification – it goes on to say that the technicians must be “licensed“ Question is, licensed by who and for what?
Response to #3: Replace SOW Section C.5. Qualifications with the following;
Technicians shall have completed at least a one-year trade school and have five years successful experience in this field. The experience shall be largely with institutional and industrial boiler plants similar in design to the VAMC plant. The VAMC facility manager/engineer may define and accept equivalent qualifications. Technicians shall demonstrate familiarity with and ready access to the current versions of the following references: NFPA 85, Boiler and Combustion Systems Hazards Code. VHA Boiler Plant Safety Device Testing Manual, current edition.
Technicians shall be equipped with portable electronic flue gas analyzers and other test instruments necessary for the required tests and calibrations, all calibrated within one month of the site visits. At facilities with programmable digital controls, the technicians must be capable of programming the controls and have the appropriate hardware and software for this.
4. Normally, we see the VA pair “Boiler Combustion Tuning” on a contract like this. Is it the intent of the VA to only procure services for safety device testing per the VHA Boiler and Associated Plant Safety Device Testing Manual 5th Edition?
Response to #4: Yes, safety device testing services only
5. Does the VA want to include Boiler Combustion Tuning to this scope of work?
Response to #5: No
6. The VHA Directive 1810 requires safety device testing and combustion tuning every 6 months. Is it the VA’s intent to only procure the requested services once a year?
Response to #6: Yes, as the other Safety device testing is performed in-house.
7. Does the VA want to include a second yearly visit ~6 months apart for safety device testing (and potentially combustion tuning) to be compliant with VHA Directive 1810?
Response to #7: No, VA staff performs the semiannual testing. VHA Directive only requires third party testing annually
Response to #8: We are only required to have third party testing once per year. Our Staff performs the Semi Annual Testing.
9. As a result of the changes stated in question 3, these changes are necessary to Section E1, Section 7.5 III Special Standards of Responsibility:
1. The offeror shall provide a synopsis demonstrating an understanding of the requirements detailed in the statement of work. Documented knowledge and experience, a minimum of five years specific experience with VA’s standards for boiler and boiler plant testing and inspection of associated safety devices. In addition, the testing and inspection contractor should have demonstrated experience in conducting equipment inspection and performing testing in compliance with the VA safety device testing manual at three or more VA facilities within the past three years.
1. Offeror shall provide documentation of Qualified Boiler Operator Licensed Boiler Service Technician employed by a licensed and bonded Boiler / Burner Service Company with at least 5 years’ experience and experience testing at 5 3 separate VA Facilities over the past three five years.
1. Contractor shall provide that specific information that demonstrates a contractor’s experience in conducting equipment inspection and performing testing in compliance with the VA safety device testing manual. Provide list and contact numbers for VA Facilities where testing took place
