a. Answers to Vendor Questions.

1. Question:

Is there an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement? If this is a follow-on requirement, could you please provide the previous contract or task order number?

Answer:

This is a follow-on requirement and it has an incumbent Contractor. The previous contract number is 36C26018D0002.

2. Question:

Does the site want an IONM Staff member onsite during hours of operation or have an IONM Staff onsite within 2 hours after receiving a call? On Page 17 and Page 18, it reads that we need to provide a Staff Member during OR Hours, but page 18 it reads that the IONM Staff needs to be on Site within two Hours after getting a call for surgery.

Answer:

We do not require staff to be on-site during hours of operation unless there is a scheduled surgery. Most surgeries will be scheduled more than 24 hours ahead of time. The ‘within 2 hours of getting a call’ would be in emergent cases, of which there are few.

3. Question:

Historically, how often are there ER/Trauma/Stat Call Cases per year?

Answer:

It is possible; however, we have never had an ER/Trauma/Stat call to [the COR’s] knowledge. We have only had one (1) emergent case requested for same day surgery. In that case 5 hours’ notice was given. The Emergency Department at VA Puget Sound is not a designated trauma center and would not have trauma admits resulting in emergency Neurosurgery.

4. Question:

Can the site provide a breakdown of the number of Normal OR cases and Call Cases?

Answer:

The case load over the last few years are as follows. COVID greatly affected last year due to staffing and a mass reduction in the number of operative cases that could be performed. This year (last few months) cases have been increasing and current case counts project approx. 30-40 cases for the period of 3/1/21-2/28/22. All cases in the past 4 years would be considered “normal” cases and typically are scheduled a week in advance. We have only had 2 exceptions, both in the previous month. One case provided 5 hours’ notice and one case provided 24 hours’ notice.

5. Question:

Will the site allow our Remote Neurologists Provider to login via the internet/Wi-Fi? If we cannot use their internet /Wi-Fi can we bring in a Hotspot? During Normal Hours while IONM Clinicians are awaiting a Case, can our Staff be able to use their internet for work?

Answer:

Because it is a closed system and access is only for employees, the site does not allow internet login. The current Contractor uses a Hotspot. Vendor’s staff will not be able to use the internet.

6. Question:

If the Location is requesting an IONM Clinician during Normal Business hours, will a designated area be provided?

Answer:

Not needed as will only be on-station if a surgery is scheduled.

7. Question:

Will the IONM Clinician be required to be on Site during VA Normal Business Hours or be on site 2 hours after Call is received?

Answer:

During normal OR hours, an IONM Clinician will be onsite for the scheduled case. For an emergent case, IONM Clinician shall be onsite within 2 hours after Call is received for emergency case.
