Questions and Answers Security Camera Upgrade – Puget Sound
Q. Section 5 of provided MS Word file 36C26021Q0462+0001.docx directs Bidders to provide thirty-eight (38) new cameras, but the drawing provided with the RFP indicates only twenty (20) new and existing-replace-with-new cameras are to be installed. Please clarify the discrepancy between the two documents.
A. The 38 cameras in the SOW, and the 20 cameras in the drawing, were an approximation from job walks. The specific number of cameras is less important than achieving the video surveillance coverage for the phase 1 (main entrance, ED) and phase 2 (south entrance, loading dock, south parking lot) areas.
Q. Section 5 of provided MS Word file 36C26021Q0462+0001.docx directs Bidders to provide fifty-eight (58) new camera licenses, but the drawing provided with the RFP indicates a total of only twenty-two (22) existing and new camera locations. Please clarify the discrepancy between the two documents.
A. The original job walk proposed reusing existing cameras that run the current software, but applying new licenses so the camera would process data into the new software.
Q. Section 5 of provided MS Word file 36C26021Q0462+0001.docx indicates that item quantities indicated in the table in this section are “minimum requirements and are estimates only.” However, as evidenced by RFIs #1 and #2, major discrepancies exist between the BOM quantities provided in Section 5 and quantities indicated on the drawing provided with the RFP. Furthermore, there is no way to determine whether BOM quantities provided for non-camera items are accurate based on the info provided with the RFP. Examples of things Bidder is unable to determine based on info provided in RFP:
0. Which cameras require outdoor pendant mount adapters?
0. Which cameras require outdoor dome covers?
0. Which cameras require pendant NPT adapters?
0. Which locations will receive PTZ cameras? (None of which are located in the RFP BOM)
0. Which cameras will require pendants w/video mount adapters?
0. Which cameras will require IR illuminator rings?
0. Which cameras will require PoE++ power converters?
0. Which cameras will require Coax to Ethernet media converters?
0. How many 12/24 volt power supplies are required?
0. Types and quantities of miscellaneous materials required?
A. These estimates were curated from job walks. The VA is relying on the bidder to propose camera placement that will cover the areas where the VA has estimated a camera can go (entrances and exits, gathering places, waiting areas). From the drawings, depending on where the bidder proposes to place a camera, the bidder should also propose the appropriate mount.
Q. Please specify wall type and thickness for every location where a new camera will be installed or an existing camera will be replaced with a new camera.
A. Information as follows:
a. Interior cameras will be installed on the ceiling – drop ceiling with T-grid, approx. tile thickness 1inch
b. Exterior walls ED – steel frame, with metal sheet on exterior
c. Exterior walls south side – concrete; would require concrete anchors
Q. Please specify locations for all MDF/IDFs that will feed cables to new and existing cameras.
A. MDF locations are as follows:
a. 1D137
b. 1D141
c. 1D123
d. 102-157 (inside the ED)
e. 1A103
f. 1B169
g. BD110
h. 18-102
i. 33-73
j. 22-116
Q. Will provision/installation of any new cabinets be required to support new cameras being installed?
A. From VA initial review, new cabinets will not be necessary. However, this can be discussed if during the project the situation changes.
Q. Please specify requirements for cable pathways inside buildings where new or existing cameras will be located.
A. Please stay in cable trays and conduits where available. Conduit installation may be required. A lot of the camera locations have existing pathway nearby.
Q. Are existing cables pathways available for use within buildings where new or existing cameras will be located? If so, is the government able to provide information regarding their locations and routing?
A. In some places, existing cable pathways are available. These are not documented on any as-builts that are available.
Q. Can the co-ax be reused?
A. Yes, but the final system should be entirely IP-based.
Q: Can the drawings for the canteen lobby area in phase 1 be provided, they were missing in original packet.
A. Yes – see attached.
Q: Can the site provide annotations for proposed camera locations for phase 1 and phase 2?
A. Yes – see attached.
Q: Should the proposal contain hardware and labor to replace the cameras in the ED?
A. Can be included in proposal; no guarantee to be included in scope of work.
Q: Does the documents provided show all the cameras we want replaced?
A. No – the documents show the areas where camera coverage is desired. The final exact locations of camera placement should be proposed by the bidder.
Q: Would additional servers be authorized?
A. Yes, if can demonstrate the requirement.
Q: Do the analog cameras have to be re-used?
A. No, can propose to replace.
Q: Can the facility provide the current camera layout?
A. Shown in the annotated drawing.
Q: Will the VA provide workstations for the dispatch center?
A. No, requesting the bidder to provide additional workstation
Q: Are the #s of cameras in the proposal fixed?
A. No, camera # is an estimate
Q: What is the existing system software A. Pelco Digital Sentry Control Point
Q: Does this contract include construction?
A. No
Q: Does this contract support using sub-contractors?
A. Please see Page 35 of the solicitation which discusses sub-contractors.
Q. Page 7, Section 6.5. states "Contractor shall implement and maintain infection control measures for the duration of the project including site construction barriers, negative pressure measures." Which areas require use of HEPA Cart and will the VA make a HEPA cart available for contractor use?
A. Areas where more than 1 ceiling tile is lifted at a time will require a HEPA cart, any work done inside a patient room will require a HEPA cart (unlikely). VA recommends bidder provide their own HEPA cart, and VA will provide place to store for duration of project.
Q. Please confirm that there is existing fiber between the network closets that is functional and can be used by the contractor.
A. Confirmed fiber between data closets.
Q. Can you provide an updated set of annotated plans?
A. See attached.
Q. Can you provide storage requirements and parameters for NVR sizing?
A. NVR should accommodate data from all proposed cameras, requirement to store up to at least 6 months of data at a time. NVR will join the VA domain. From VA understanding, the NVR sizing is dependent on the parameters of the cameras that are proposed.
Q. Is there an approved product list for network equipment?
A. Solution product should be TRM approved (software). https://trm.oit.va.gov/TRMHomePage.aspx
Q. Can you provide a list of all existing cameras and their cable type?
A. Camera locations annotated. Cable type unavailable.
Q. There were items discussed on the site walk, such as the emergency room and the pharmacy, that were not included in this scope of work, would you like those items included in this proposal as optional pricing items?
A. Emergency room – yes, pharmacy, no
Q. Can we utilize the existing network backbone?
A. Only the NVR(s) can go on the existing VA IT network backbone. Cameras will go on camera network backbone. If the switch capacity in an area is maxed out and cannot accommodate cameras, will be addressed at that time.
