a. The Government is providing answers to solicitation questions.
Solicitation Questions:
1. Can Historical Data be Provided for the amount of each type of waste at each location?
Government Response: No This has varied due to services and changes to waste stream. Category and estimates were provided.
2. If there is no historical data available, how many containers are currently being picked up for each type of waste at each location? Pricing without containers quantities or weights will be challenging, estimated quantities would be appreciated.?
Government Response: Current contractor does not charge by weight only transport and pickup. There are two contracts that are set to expire. Contract VA260-16-P-0323 originally was awarded for Eugene and later added Brookings CBOC. This was awarded for a Base Year plus Four (4) Option year in the amount of $108,000 – Total contract to date is $166,400. CLINS are provided from actual Contract.

3. Relative to paragraph 7(e) that says something like “There will be no subcontracting allowed due to tracking data being delayed through subcontracting and official transporters.” Relative to the paragraph cited above, is the government (VA) saying that a SDVOSB Contractor cannot partner with or have a joint venture in order to execute this solicitation? What are you really saying?
Government Response: Subcontracting within the limitations of subcontracting is authorized; however, all invoicing and documentation shall be submitted by the prime contractor.
4. The periods for pickups are shown/indicated in the schedule, however, the specific hazardous items (sharps, requirements from my review are not listed. Where is the specific hazardous waste poundage / quantities that need priced, located? Are the specifics from the previous contract or last two years available for planning estimating purposes? What is the name of the previous and or current contractor? Do you anticipate the quantities, items and or weights to change in the next two to three years? If so, how much?
Government Response:
1. Locations were listed along with types of waste to be picked up.
2. Current contracts are listed in Government response to Question #2.
3. Changes to weight and types cannot be determined due to changes in service provided by medical facilities change annually and with current environment of Health Care needs.
5. The Statement of Work requires the medical waste to be disposed of via “incineration/waste to energy”. This is not how the waste is being disposed of now and will result in a higher cost to the Government. Is this truly a requirement or will standard incineration be acceptable which is how the majority of the waste is being disposed of now? Please advise.
Government Response: Due to new recyclable/renewable energy and product goals this is highly requested by the Government.
6. Page 8 of 63 also states that “Bulk Chemotherapy Waste” is part if this bid? Bulk Chemo Waste is considered a RCRA Hazardous Waste and is not part of the contract now and must be strictly handled as a Hazardous Waste which is totally different from Non-Hazardous Regulated Medical waste disposal requirements. Please advise.
Government Response: Changing to Trace Chemo waste. This was an error on the Original SOW provided by the Government.
7. Page 11 of 63 states that the Contractor shall furnish lab packing Items for Transport and Disposal. Again, this is not a Hazardous Waste services contract and will not require Lab Packing or the provision of Lab Packing Materials. The trucks carry Spill Kits on them which include some of these items, but we are asking for clarification.
Government Response: Changing to all required packing items for Transport of Regulated Medical Waste.
8. Page 11 of 63 also states that the Contractor must “respond” to a request for an emergency collection service within 24 hours. Does this mean that a call from the Contractor to schedule the service is required within 24 hours or is the expectation that the service will take place within 24 hours as logistically may not be possible and would also depend on the nature of the emergency? Please advise Government Response: Yes we are asking for emergency pickup within 24 hrs.
b. The Brookings, Coos Bay/North Bend utilize a Franchise Agreement.
