Questions and Answers:

Question 1: Are the terms of the rest of the contract (after page 1) negotiable? (Or is it all standard, required VA boilerplate?)

Answer 1: Most of the solicitation is standard Federal Acquisition Regulation clauses and provisions or Department of Veterans Affairs Acquisition Regulations clauses and provisions.

Question 2: The document was locked; I was able to type in certain boxes by resetting parameters under “Restrict Editing” to allow “filling in forms.” Then, certain text boxes become available for inputting information. However I cannot seem to enter any info in blocks 23 or 24. Technically, how are respondents expected to complete this form? Am I using the right version? (Is it available in a fillable PDF format?)

Answer 2: It is not available in a fillable PDF format. Do not fill out Blocks 23 or 24. Some companies print out page 1 and write on it with a pen.

Question 3: Do we simply put the bed day rate in block 23. Should we estimate a number of days to get an estimated total amount?

Answer 3: Please do not fill out Block 23. Please insert your pricing on Section D.4 PRICE WORKSHEET. A new Section D.4 PRICE WORKSHEET is included in this Amendment.

Question 4: Can the rate be negotiated upward by some escalator? (CPI?)

Answer 4: Yes. A new D.4 PRICE WORKSHEET is attached.

Question 5: Can any of the following data points be removed or reported in a slightly different way.
•number of Veterans who have been referred to Detox
•number admitted
•number of Incomplete or Declined admissions
•number of Medical or Behavioral Discharges
•number of AMA discharges
•number of Veterans referred to ongoing treatment at any VA Substance Abuse Treatment Program

Answer 5: Reference is made to Performance Work Statement (PWS) paragraph 2.9.2 which describes a quarterly report the contractor will submit to the VA Detox Liaison. When you respond to the Request for Quotations, please include in your submission under Technical Subfactor 2, Quality Control Plan:

e. Information about your quarterly report for PWS paragraph 2.9.2., how you will collect the data, what will be in your report.

A Revised Section E.2 FAR 52.212-1 ADDENDUM, paragraph 7 is attached. The new paragraph is in Font Color blue.

Question 6: We need more information about the subcontractor requirements. Does this only apply if we subcontract with another agency to provide detox services, or does it apply to things like cleaning, food, lab tests, etc.?

Answer 6: Subcontracting can be applied to things like cleaning, food, lab tests, etc.

Question 7: On page 53, is the "Unique Entity Identifier" the same as our DUNS number?

Answer 7: Please use your DUNS number.

Question 8: For "Past Performance" - I don't think we have a third contract. Can we submit two references; will that suffice?

Answer 8: Please submit the Past Performance references that you do have.

Question 9: Is it possible to give us a little more time? Could we move the deadline back by a week or so?

Answer 9: Yes. Responses to the VA’s Request for Quotations is changed to 3/13/2020 11:59 p.m.

Part III –Price: Insert proposed unit and extended prices in Section D.4, PRICE WORKSHEET Contract Line Item Number (CLIN).

All prices shall be represented in two decimal positions only. Example: $0.27, not $0.27458.

Note: Quantity listed is estimated and does not commit the Government to that quantity. The contractor shall invoice only for services requested by the Government and provided by the contractor.

The Government will evaluate offeror’s price using various price analysis techniques and procedures including, but not limited to, comparison of prices received in response to the solicitation, and comparison to the Independent Government Estimate (IGE), and reasonableness.

The evaluation will consider the possibility that the FAR 52.217-8 option can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The evaluation will assume that the price for any option exercised under FAR 52.217-8 will be at the same rate as that in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic has the same effect on the total price of all quotes relative to each other, and will not affect the ranking of quotes based on price, unless, after reviewing the quotes, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

Part IV – Past Performance: Using “Past Performance References” (attached at Section D.5), submit contact information on other contracts for your services for Sub-Acute Residential Detoxification Services; submit past performance information regarding 3 recent (within the last 3 years) and relevant (Sub-Acute Residential Detoxification Services in similar dollar range as you are quoting on the Section D.4, PRICE WORKSHEET.) Your references may be Government or nongovernment. If your company has no past performance information, specifically state that your company has no such past performance. References may be contacted. The Government reserves the right to obtain past performance information from other sources. The Government will review available past performance data in the Government’s Past Performance Information Retrieval System (PPIRS). However, the Government reserves the right to obtain past performance information from any available source, and the Government may contact sources other than those identified by the offeror when evaluating past performance.

Part V – SDVOSB/VOSB Status/Participation: SDVOSB/VOSB Status/Participation. In accordance with VAAR provision 852.215-70 and VAAR clause 852.215-71, submit the following information:

_____ Offeror is a Service Disabled Veteran-Owned small business registered and verified in the VetBiz.gov VIP database (http://www.vetbiz.gov).

Offerors must state in their proposals the names of the SDVOSBs and VOSBs with whom they intend to subcontract and provide a brief description of the proposed subcontracts and the approximate dollar values of the proposed subcontracts. In addition, the proposed subcontractors must be registered and verified in the VetBiz.gov VIP database (http://www.vetbiz.gov).

_____ Offeror is a non-veteran and is not proposing to use service-disabled veteran-owned small businesses or veteran-owned small businesses as subcontractors

Part VI - Subcontracting Plan. ATTENTION LARGE BUSINESSES: A subcontracting plan is required in accordance with Federal Acquisition Regulation (FAR) clauses 52.219-8 and 52.219-9 and VAAR clause 852.219-9. Subcontracting plans must be submitted with initial offers. The Subcontracting Plan shall include the items in FAR 52.219-9 paragraph (d) (FAR available at http://farsite.hill.af.mil/vffara.htm ).
