Questions and Answers:

Question 1: Is there an incumbent vendor? If so, what is the name of the vendor? Are there incumbent staff in the position? If so, how long have they been on the contract? What was the annual spend on the contract per city in the last fiscal year? What was the total amount of hours that were used for the past fiscal year pertaining to this contract per city?

Answer 1: There is no incumbent vendor.

Question 2: What is the projected start date of the contract?

Answer 2: 2/1/2018

Question 3: Are resumes desired with RFP submission?

Answer 3: No.

Question 4: We would like to inquire if this is a re-transmission of the Puget Sound VA solicitation for these services in October of 2017.

Answer 4: This is not a re-transmission, but it is similar to our 9/27/2017 solicitation; no award was made as a result of that solicitation.

Question 5: I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

Answer 5: There is no incumbent contractor.

Question 6: Does the Past Performance has to come from the Prime or can it be from either the Prime or the Sub Contractor?

Answer 6: In accordance with FAR 15.305(a)(2)(iii), VA’s past performance evaluation will take into account past performance regarding subcontractors that will perform major or critical aspects of the requirement. No more than three past performance references should be submitted. See Instructions to Offerors. There are no other limitations with regards to the submittal of past performance references. If your company is wanting to be counted under a socioeconomic category, offerors are reminded that in the performance of the contract, they shall comply with the applicable subcontracting limitations in 13 CFR § 125.6. See VAAR 852.219-10 (JUL 2016) (DEVIATION).

Question 7: Page 106 of the RFP states, ‘When there is inadequate competition at any tier, an otherwise competitive offer from a responsible business concern at that tier will be considered with the eligible offers for the next lower tier. For example: only one competitive offer is received from a SDVOSB concern, that offer will be included with the offer(s) received from all VOSB concerns; if there is still inadequate competition, the offers from the SDVOSB concerns will then be included with SB offer(s) received.’ If a SDVOSB is a sub contractor to a SB Prime, what tier they fall into?

Answer 7: The Prime’s socioeconomic category; by your question, small business tier.
