About this file
This is a Notice of Intent to Sole Source procurement issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 19. The VA intends to award a sole source contract to Agilent Technologies, Inc. (large business OEM) for maintenance services on mass spectrometry equipment. The requirement includes five line items: three separate JW 6465, VV 6465, and MW 6465 Triple Quadrupole LC/MS Enhanced systems with CROSSLAB SILVER maintenance coverage, and two additional items for MVS Direct Delivery Systems CROSSLAB PASSTHROUGH SERVICES. The contract is sourced from GSA Multiple Award Schedule GS-07F-0564X and covers a base year from November 1, 2026 through October 31, 2027, with four one-year option periods extending through October 31, 2031, for a total five-year period of performance.
The sole source justification is based on Agilent's exclusive capability to provide proprietary instrument firmware, software updates, engineering upgrades, and maintenance procedures, as third-party providers lack authorization and access to Agilent's proprietary diagnostic tools, remote support capabilities, and compliance platforms. The Product Service Code is J066 (Maintenance and Repair Services), and the NAICS Code is 811210 with a $34 million business size standard. Interested parties must submit capability statements and relevant documentation demonstrating their ability to meet the requirement no later than 4:00 PM Mountain Standard Time on Thursday, October 15, 2026, to Lindsey.Zwaagstra@va.gov. The response deadline for the solicitation itself is October 22, 2026 at 4:00 PM Mountain Time. The contracting officer is Lindsey Zwaagstra, and the point of contact email is NCO19Lab@va.gov.
