About this file
This is an Amendment to a Notice of Intent for a sole-source procurement. The Department of Veterans Affairs Network Contracting Office (NCO) 19, located in Greenwood Village, Colorado, intends to award a sole-source contract to the Regents of the University of Colorado Campus for Research Electronic Data Capture (REDCap) System and CU Anschutz OnCore Research Trial Management System services supporting the Rocky Mountain Regional VA Medical Center (RMRVAMC) in Aurora, Colorado. The requirement is classified under NAICS Code 513210 with a business size standard of $47 million. The solicitation number is 36C25927Q0006, with Product Service Code DH10 for laboratory services.
The contract encompasses five one-year performance periods for database access services, spanning from December 4, 2026, through December 3, 2031. The sole-source justification is based on the proprietary nature of the existing research studies, established research protocols, and approved affiliate collaborations between the VA and University of Colorado that rely on the University's proprietary research database and platform, which cannot be replicated or reasonably integrated with another vendor's system without compromising data continuity, research integrity, security, and operational effectiveness. Interested parties must submit responses demonstrating capability no later than 9:00 AM Mountain Standard Time on Tuesday, November 10, 2026, to Devin.Reichert@va.gov and NCO19LAB@va.gov. This notice is not a request for competitive quotes, and the government retains sole discretion regarding award determination.
