About this file
This file is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office NCO 19, extending the response deadline to August 18, 2026, at 10:00 AM Mountain Time. The solicitation number is 36C25926R0085, and it pertains to hazardous waste removal services classified under Product Service Code S222 and NAICS Code 562211. The contracting office is located at 6162 South Willow Drive, Suite 300, Greenwood Village, Colorado 80111. The amendment's primary purpose is to provide responses to submitted questions from prospective offerors.
The amendment includes critical Q&A information regarding the hazardous waste removal contract. The incumbent contractor is NEIE Med Waste Svc (Clean Earth subcontractor). Services are required across multiple locations in Wyoming, Colorado, Utah, Oklahoma, and Montana, with applicable Service Contract Act/Prevailing Wage determinations provided for each region. Key service details include hazardous waste storage and disposal, pharmaceutical waste classification (hazardous, non-hazardous, and bulk chemo), lab packing services, and provision of 1-gallon and 5-gallon black industry containers. Historical data indicates lab packing and driver overpack labor requires approximately one to two hours per pickup. The amendment references attached manifests from 2024, 2025, and 2026 for historical waste shipment data and includes seven wage determination documents for the service locations. Prospective offerors must acknowledge receipt of the amendment prior to the extended response deadline.

Questions & Answers
1. Q: Who is the incumbent (current vendor) for the contract?
A: NEIE Med Waste Svc (Clean Earth subcontractor)
1. Q: What is the budget or spend for these services in 2024, 2025, and 2026 (YTD)?
A: Budget or spend numbers cannot be provided.
1. Q: Would it be possible to obtain copies of manifests for 2024, 2025, and 2026 waste shipments?
A: Manifests attached to amendment, see attachment 8.
1. Q: What do the non-standard decimal quantities in the pricing sheet represent (e.g., Corrosive liquids 0.75 Dr, Flammable liquids 1.5 Dr), and how should these partial units be calculated?
A: It’s the percentage of the unit of measure or one DR (drum). For example, .75 is ¾ of one DR (drum).
1. Q: What are the exact specifications and pictures for the 1-gallon and 5-gallon black industry containers, and what mounting hardware or installation labor is expected?
A: Mounting hardware/installation not requested; no exact specifications; need a variety of containers available for request to pack hazardous waste in.
1. Q: Since Montana follows EPA Subpart P for healthcare facilities, how does the agency classify pharmaceutical waste, and does "P & U waste" still apply?
A: We classify pharmaceutical waste as either Hazardous Pharmaceutical Waste, Non-Hazardous Pharmaceutical Waste, or Bulk Chemo (previously called P&U waste). The pharmacy’s hazardous drug compounding room puts waste into separate containers from the rest of the pharmacy.
1. Q: Historically, how much lab packing is required per pickup, how many hours of on-site labor are needed per facility, and will the agency accept Time & Materials (T&M) rates instead of fully wrapped line-item pricing?
A: Hazardous waste for disposal is stored in the hazardous waste shed/Connex. This includes all lab pack items. Historically, it has taken the driver an hour, maybe 2 tops, to overpack items for shipment.
1. Q: Can the agency provide the official Service Contract Act / Prevailing Wage rate sheet for these service locations?
A: The applicable wage determinations have been included; see attachments 1-7.
