About this file
This is an Amendment to a Previous Combined Solicitation for hotel lodging services in support of the Oklahoma City VA Medical Center. The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 19, is seeking quotations for overnight accommodations near the VA Medical Center located at 921 NE 13th Street, Oklahoma City, OK 73104. The solicitation is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a response deadline of February 10, 2026 at 2:00 PM Mountain Time. The anticipated contract start date is April 1, 2026, and award is expected prior to that date. The incumbent contractor is GO TIME TRAVEL & TOURS LLC, operating under BPA 36C25920A0062. Based on historical usage data, the VA anticipates approximately 2,014 hotel nights annually, with 51 of those nights requiring ADA-accessible rooms. Pricing shall be submitted as an all-inclusive, per-room-per-night rate with no separate line items. While shuttle service to and from the VA Medical Center and airport is not required, contractors should identify if such services are available.
The contracting officer is Danielle Kramer (danielle.kramer@va.gov, 303-712-5725). Subcontractors providing hotel rooms do not need to be SDVOSB-certified entities, and hotel room costs may be classified as Other Direct Costs excluded from the 50% limitations on subcontracting calculation. Tax exemption certificates will only be issued after contract award. If the primary hotel becomes fully booked, the contractor is responsible for locating an alternative hotel meeting all Statement of Work requirements at the same negotiated rate. The Product Service Code is V231 (Lodging Services) and NAICS Code is 561599 (All Other Travel Arrangements and Reservation Services).

Questions and Answers
Question 1: Question regarding the list of line items, CLIN 0002- is this truly needed in Salt Lake City? Please confirm that the address listed on CLIN 0002 of the solicitation should be the same as the address listed in CLIN 0001, 0003, 0004, and 0005.
Government Response: Line item 0002 is meant for OKC, like the other line items. This amendment has corrected the information within line item 0002 to reflect “Hotel Lodging near Oklahoma City VA Medical Center located at 921 NE. 13th St. Oklahoma City, OK 73104”.
Question 2: SOW 7 states "shuttle service to & from the VA Medical Center and airport for standard patients is recommended." It is a deal breaker if shuttle service is not available/included?
Government Response: Shuttle service/transportation is not required. If the hotel offers shuttle service/transportation, please identify it. The price provided is to be an all-inclusive price as the only line item on the IDC is per room per night.
Question 3: Is there an incumbent? If so, what is their name and the contract number? Is the Statement of Work the same size and scope?
Government Response: Services are currently being performed under BPA 36C25920A0062 awarded to GO TIME TRAVEL & TOURS LLC. Requirements are not materially different than prior requirement.
Question 4: How soon after the deadline for submission will the contract be awarded?
Government Response: This is unknown as it is not possible to determine how long it will take to complete the evaluation of all quotes received. The award is anticipated to be made prior to the period of performance start date 04-01-2026 listed in the combined synopsis solicitation.
Question 5: Will a Tax Exemption Certificate be issued?
Government Response: Tax-exemption forms can only be provided after the award is made.
Question 6: Are travel agencies that provide group booking services at no cost to the state permitted to bid on this RFP?
Government Response: Any company that meets the requirements outlined within the combined synopsis solicitation is able to provide a quote.
Question 7: Confirm this RFP is only open to businesses that are, "Service-Disabled Veteran-Owned Small Business" ?
Government Response: Yes, this requirement is a total SDVOSB set-aside as identified on page 1 in the “Set-Aside” section and Section IV on page 2.
Question 8: Our company is a SDVOSB entity & we have never found a hotel that shared the same classification. Based on the verbiage in 852.219-75 VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction, I want to confirm that we are compliant to submit our proposal? Our admin staff found that under 13 CFR 125.6 and supported by recent VA solicitation interpretations, the cost of the rooms can often be classified as Other Direct Costs (ODCs), which may be excluded from the 50% Limitations on Subcontracting calculation. Does your office agree that the required lodging rooms are considered ODCs and do not count toward the 50% requirement?
Government Response: No, the hotel utilized does not have to be a SDVOSB to be in compliance with the Limitation of Subcontracting (LOS) clause.
Question 9: What is the usage (estimated quantities) for the last 24 months? How many patients required ADA rooms over the last 24 months? How many patients required ADA transportation over the last few months?
Government Response: In the last 24 months, 2014 nights were reserved. Of those nights, 51, were ADA accessibility required. The transportation department for Veteran Transport Services (VTS) sets that up for the veterans, therefore information is not available.
Question 10: Can you tell us the length of stay for each person?
Government Response: Every Veteran will have a different length of stay. The Contractor works with the COR to schedule rooms for authorized individuals at the hotel. The VA will only be paying for rooms while an authorized individual is staying at the hotel.
Question 11: What happens if the hotel ends up being fully booked?
Government Response: The Contractor will be responsible for locating an alternative hotel that meets all requirements of the statement of work for the same rate of the order.
Dates listed in Section I and XIV are hereby updated to no later than 16:00pm MT, February 10, 2026.
No additional Questions will be answered.
