About this file
This is a Sources Sought Notice and Request for Information issued by the Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 19, through the Network Contracting Office in Greenwood Village, Colorado. The VA is conducting market research to identify qualified contractors to provide Health Care for Homeless Veterans (HCHV) Contracted Residential services across five geographic locations: Metro Denver, Colorado; Fort Collins, Colorado; Bozeman, Montana; Kalispell, Montana; and Missoula, Montana. The Government anticipates awarding up to five separate contracts, with one contract per location. The contemplated contract structure includes one base year with four optional years for extension. The requirement falls under NAICS Code 624221 (Temporary Shelters) with a small business size standard of $13.5 million and Product Service Code G099 (Social - Other).
Interested vendors must submit capability statements by June 24, 2026, at 9:00 AM Mountain Time to Contract Specialist Catherine Kennedy at catherine.kennedy@va.gov. Responses are limited to five single-sided pages (12-point font, 8.5" x 11") and must include vendor name and contact information, CAGE code, business size and category, relevant contract experience with specific contract numbers and values, current pricing lists for market research purposes, and demonstrated ability to meet VA requirements. The notice emphasizes that this is market research only and does not constitute a formal solicitation or commitment to award a contract. Contractors must be registered in SAM.gov and should monitor that system for the potential release of a formal solicitation package. The contractor will be required to deliver therapeutic rehabilitative services, case management, and coordination with VA clinical staff at centralized facilities near public transportation and employment opportunities.
