DESCRIPTION
The purpose of this amendment is to answer questions received:
Q. Is this a new or follow-on requirement? If a follow-on, who is the incumbent and what is the contract number?
A. This is a new base plus four (4) option years requirement. This requirement has not previously been awarded and therefore there is no incumbent.
Q. Can you clarify what is meant by 'Base Year' and 'Option Year' in regards to when the contract has begun? Does that mean VA Sheridan will decide year by year whether they would like to continue?
A. The intent is to continue the contract for the full 5 years but funds are obligated one fiscal year at a time by the VHA. Each year there is a review process to ensure needs are met, but our intent would be to continue utilizing the product for a full 5 years.
Q. 'Funding available for the procurement' is often mentioned. Would it be possible to know how much funding is available for this procurement?
A. Funds are obligated each fiscal year to meet the specified amount within the contract. We have to validate each fiscal year that the funds are provided and available and are tied to our budget.
Q. What firewall manufacturer and model are currently deployed at Sheridan VAMC for the Patient WiFi system in Buildings 7, 61, 64, 86, and 87?
A. They are Fortinet 60F and 40F.
Q. Is the intent to replace existing appliances in-place under this contract, or is this a continuation of services on the existing equipment? If replacement, are there preferred or required brands/models?
A. No, they all receive updates and are supported.
Q. The SOW requires a 4-hour onsite response window during weekdays. Does the Government require the contractor to maintain a Wyoming-based technician, or is a regional tech with documented travel-and-arrive-within-4-hours acceptable?
A. No, we are not requiring Wyoming base technicians. A regional technician who can arrive within the 4 hour time-limit is acceptable.
Q. For the daily activity reports, will the existing firewall management console generate the required content (blocked botnets, clients, domains, applications, etc.), or does the contractor need to provide a separate reporting tool?
A. The contractor needs to provide the separate reporting tool.
Q. What is the current brand, model number of firewall device currently installed in the various VAMC buildings?
A. They are Fortinet 60F and 40F.
Q. What is the current age of those installed firewall devices?
A. 5 years.
Q. What Is the current warranty and service plan for these devices?
A. There is no current warranty or service plan for these devices.
Q. Is there an anticipated refresh plan to replace the current devices over the next series of PoPs?
A. No, any refresh plan to replace the current devices will be acquired under a separate contract and is anticipated to happen after this base + 4 requirement is complete.
Q. What is the desired firewall device that this RFQ will satisfy for the upcoming periods of performance?
A. It is up to the contractor to specify the firewall device proposed in their offer. That being said, it is currently being monitored by a Fortinet Fortigate system.
Q. Are there limitations to subcontracting?
A. Yes, please review sections: C.6 VAAR 85.219-74 Limitations On Subcontracting and E.1 Addendum to FAR 52.212-1 Instructions to Offerors paragraph: General Standards of Responsibility.
All offers are to be emailed to heather.chase2@va.gov and received no later than 5:00pm MT on May 20, 2026.
