About this file
This is an Amendment to a Previous Combined Solicitation for transformer oil sampling services issued by the Department of Veterans Affairs Network Contracting Office (NCO 19) in Greenwood Village, Colorado. The amendment extends the response deadline to May 13, 2026 at 10:00 AM Mountain Time and revises the price schedule to include line items for transformer drying services, adds Attachment 3 with transformer sample points, and provides responses to submitted questions.
The solicitation requires contractors to sample and test transformer oil from 25 oil-filled transformers, including adding oil when levels are low, fuel surcharge, sampling, and reporting in accordance with the Performance Work Statement. The contract also includes up to two annual transformer drying services. The base period of performance runs from June 1, 2026 through May 31, 2027, with four optional one-year renewal periods through May 31, 2031. The pricing schedule includes eight line items covering both sampling/testing services (25 units each) and drying services (2 units annually) across the base and four option periods. Key requirements include full laboratory testing per VHA Directive 1028 and NETA guidance, with testing parameters including Dissolved Gas Analysis (DGA), moisture content, acid number, dielectric breakdown, particle count, spectrographic metals analysis, PCB testing, and other comprehensive analyses. Transformers will remain energized during sampling, and contractors are responsible for oil disposal in compliance with federal and state regulations with receipt documentation provided to the GEMS office. The NAICS code is 541380 (Testing Laboratories), the Product Service Code is H291, and there is no SDVOSBC set-aside indicated.

Transformer Oil Sampling Questions and Answers
1. Q: Transformer sizes (KVA), voltages, how much oil, and what type of oil A: See Attached Powerpoint.
2. Q: Will the transformers have to be energized when the samples are being taken?
A: Yes the transformers will be Energized.
3. Q: Transformer testing scope. Please confirm that the scope for liquid-filled transformers is limited to oil sampling, laboratory testing, and reporting only, and does not include full electrical testing.
A: That is correct there will be no electrical testing of the transformers through this contract.
4. Q: Oil Volume. Can the Government provide the oil volume/capacity for each transformer?
A: See Attached Powerpoint.
5. Q: Disposal Requirements. If transformer oil replacement is required, please clarify whether oil disposal is part of the contractor’s scope and please identify any applicable disposal requirements A: Yes the disposal of the oil is the contractors responsibility. And follow all federal and state regulations regarding the oil disposal. Providing receipts of transfer and disposal to the GEMS office.
6. Q: Transformer Configuration. Can the Government provide transformer nameplate data (voltage, kVA, oil capacity, and access conditions) for all listed units?
A: See Attached Powerpoint.
7. Q: Transformer Oil Replacement. Is transformer oil replacement scope included in the base bid or treated as additional work?
A: Yes, the refilling of the transformers is in scope of the base bid Q: If included in the base bid, please provide the cap of transformer oil replacement scope for this solicitation.
A: There is no cap.
8. Q: Transformer Oil Drying. Is the up to two (2) annual transformer oil drying services included in the base bid?
A: Yes please include line item for each drying service in the bid.
Q: If yes, can the Government provide transformer sizes/oil volumes for pricing purposes?
A: See Attached Powerpoint.
9. Q: Oil Sample Testing Scope. Please confirm the required laboratory test package for each oil sample (e.g., DGA, moisture, dielectric, acidity, PCB, etc.).
A: VHA Directive 1028 requires the cooling liquid to be tested and replaced when tests indicate that the liquid no longer meets the manufacturers specifications. It also notes the National Electrical Testing Association (NETA) provides guidance which is considered best practice for maintenance of electrical equipment.
10. Q: Sampling Condition / Outage. Can oil samples be taken while transformers are energized, or will outages/shutdowns be required?
A: Transformers will be energized.
11. Q: Historical Contract Information. Can the Government provide the award value and award year of the most recent electrical maintenance/testing contract for these facilities?
A: No historical contract information is available.
12. Q: Proposal Due Date Extension Request. Would the Government consider extending the proposal due date to allow review of RFI responses and final pricing adjustments?
A: The quote due date will be extend per the amendment.
13. Q: Can you provide nameplate information on the twenty-five (25) oil-filled transformers and amount of oil in each? (assuming all have mineral oil).
A: See Attached Powerpoint
14. Q: The Performance Work Statement requires that the contractor draw samples from twenty-five (25) oil-filled transformers, have them analyzed, and provide the results of testing.
