About this file

This is a Questions and Answers document for solicitation 36C25926Q0424, a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for updating a Spill Prevention, Countermeasures and Control (SPCC) Plan at Rocky Mountain Regional VA Medical Center. The document clarifies key requirements and constraints for prospective contractors responding to this opportunity issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19, with a response deadline of May 5, 2026, at 12:00 MT.

Critical clarifications from the Q&A include: no formal training development or delivery is required; CAD drawings must be updated using CAD software rather than PDF markup to meet technical clarity standards; the performing firm must be physically located within the State of Colorado with a Colorado-registered professional engineer to ensure timely in-person reporting to the Colorado Department of Oil and Public Safety and to address facility-specific technical requirements derived from lessons learned following a 2017 fuel spill; the updated plan should use the existing SPCC template to maintain consistency with state and EPA compliance formats; and the facility contains 25 oil storage tanks with approximately 206,000 gallons total capacity. Out-of-state firms with Colorado PE stamps are ineligible due to the VA's prior experience with remote firms being unable to verify complex, site-specific updates required by Colorado's unique regulatory framework.

36C25926Q0424 0001| Spill Prevention, Countermeasures and Control (SPCC) Plan Update for Rocky Mountain Regional VA Medical Center

QUESTIONS (Q) AND ANSWERS (A):

Q1: Is the VA requesting that a formal training course be developed?

A1: “With this update, training is not needed.”

Q2: Will this training be provided in person or virtually?

A2: “Training will not be required”

Q3: Will this training be provided in person or virtually?

A3: “No students will be participating since there’s no longer a training need.”

Q4: Will PDF copies of existing site diagrams be provided to the contractor?

A4: “Please note these are already in the SPCC.”

Q5: Is the contractor required to updating existing CAD Drawings using CAD or can updates be made on pdf versions of the diagrams?

A5: “Yes. CAD drawings must be updated. No. CAD updates on PDF do not provide the clarity required.”

Q6: Regarding the following line in the Performance Work Statement (PWS) – FY26 Spill Prevention, Background section, "Mandatory technical updates are needed from a third-party registered professional engineering firm located within the State of Colorado..., " does this mean the firm needs to be located in the State of Colorado, such as having an address in Colorado?

A6: “Yes. Mandatory technical updates are needed from a third-party registered professional engineering firm located within the State of Colorado to ensure timely in-person reporting to the State of Colorado’s Department of Oil and Public Safety if required.”

Q7: Does the VA expect the plan to be updated using the existing plan version/template, or is this considered a full plan update and redevelopment?

A7: “Updated using previous/current template as that’s compliant format derived from the State of Colorado and EPA requirements.”

Q8: When was the plan last updated?

A8: “2023:

Q9: Can you provide context on the number of oil storage containers, approximate total oil capacity, or can you provide the existing SPCCP?

A9: “This was already provided as part of the solicitation. Would prefer we stay with RMRVAMC’s already existing SPCC to assure consistency in format and content.”

“we have 25 oil containing tanks with a total approximate volume of 206,000 gallons.”

Q10: Does this mean an out of state entity cannot be awarded this contract, even if we have a Colorado PE Stamp? We would be on site for the inspection and available for any comments/reporting if needed.

A10: “Yes. Problem with previous plan updates from out-of-state firms with Colorado PE stamps was that firms couldn’t be present to verify what needed to be updated based on highly technical State of Colorado requirements unique to RMRVAMC’s systems that were, in turn, based on lessons learned from the large fuel spill in 2017. The VA was then left with the unenviable task of finding ALL of the errors which occurred due to the VERY large size of the fuel systems that must be investigated and updated.”
