About this file

This is an Amendment of Solicitation document (SF Form 30) for a pharmaceutical waste pickup and destruction service solicitation issued by the Department of Veterans Affairs Network Contracting Office (NCO 19) in Greenwood Village, Colorado. The solicitation number is 36C25926Q0394, with a Product Service Code of F108 and NAICS Code 562211. The amendment extends the response deadline to April 28, 2026 at 10:00 AM Mountain Time and provides responses to questions submitted by potential offerors regarding the pharmaceutical waste disposal requirements.

The solicitation requires contractors to provide twice-yearly pharmaceutical waste pickup and disposal services for the VA. According to the Q&A responses, the VA currently does not segregate non-hazardous pharmaceuticals from RCRA hazardous pharmaceuticals but indicated that segregation of RCRA hazardous (U-listed and P-listed waste) from non-RCRA pharmaceutical waste is a possible option. The expected volume for twice-yearly pickups is approximately 50 percent of the current inventory, with typical shipments containing approximately one drum of RCRA hazardous/corrosive/reactive materials, one to two drums of non-RCRA general pharmaceutical waste, and aerosols that the VA does not plan to segregate. All interested offerors must acknowledge receipt of this amendment prior to the extended response deadline or risk rejection of their offer.

Pharmaceutical Waste Pick-up and Disposal Questions & Answers

1. Q: Does the VA segregate non-hazardous pharmaceuticals from RCRA hazardous pharmaceuticals?

A: No, not currently.

· If yes, are these segregated prior to disposal company’s arrival?

· Q: If no, is segregation and disposal of pharmaceuticals as non-RCRA hazardous an option? RCRA hazardous (U-listed and P-listed waste) could be segregated from non-RCRA pharmaceutical waste

· A: RCRA hazardous (U-listed and P-listed waste) could be segregated from non-RCRA pharmaceutical waste

2. Q: Does the provided inventory on attachment 2 represent waste inventory for a typical twice annual pickup?

A: We expect a twice-yearly pick-up to be about 50% of the volume currently on the inventory list.

3. Q: Can the VA provide average drum counts per shipment by type (ie RCRA hazardous, non-RCRA hazardous, aerosols, RCRA haz corrosives, RCRA haz reactives)

· A: RCRA Hazardous/Corrosives/Reactives: 1

· A: Non-RCRA (general pharmaceutical waste): 1-2
