About this file
This is an Amendment to Solicitation (Standard Form 30) extending the deadline and providing responses to submitted questions for solicitation 36C25926Q0198, issued by the Department of Veterans Affairs Network Contracting Office (VISN 19) in Greenwood Village, Colorado. The amended offer due date is February 9, 2026, at 2:00 PM MST.
The solicitation is for hazardous and non-hazardous comingled pharmaceutical waste destruction services at VA facilities within VISN 19. This is a new requirement with no previous VISN program contract, though individual VA facilities maintain their own destruction contracts. The government anticipates requiring three pickups during the first contract year, followed by biannual (six-month interval) pickups during option years. The estimated waste volume consists of 1 to 5 five-gallon buckets per six-month period. The contractor must provide onsite pickup services, with mailing only permitted if compliant with EPA, DOT, and chain-of-custody requirements. The solicitation is for destruction services only, not reverse distribution, and no value will be assigned to returned pharmaceuticals. There are no pricing restrictions or line-item constraints specified for contractor proposals.

Questions & Answers
1. Q: Is this a new requirement?
A: This solicitation is for a new contract
1. Q: Is there a previous contract record for publication you can share with us for reference?
A: N/A – the VA facilities in VISN 19 all have destruction contracts, but our VISN program has never had one previously.
1. Q: The way the contract reads, you are seeking both a reverse distributor and a hazardous waste vendor combined for medication to be sent back, but the quantities are 3 and 2 visits per year- Could you clarify if this is true- you are seeking biannual for all options years but 3 pickups this year?
A: This solicitation/requirement is only for destruction of hazardous and non-hazardous comingled pharmaceutical waste. We anticipate needing 3 pickups in the 1st year and every 6 months for the option years.
1. Q: Could you clarify the estimated return volume on pharmaceuticals (are these palletized medications?) Could you share the historical value of the previous years RD A: The solicitation is not for reverse distribution; it’s for destruction only. No value will be assigned.
1. Q: Could you please provide the size of container you currently utilize for hazardous waste pharmaceuticals? (Cowboy box, 5-gallon bucket?) What would be the estimated quantity needed for each pickup?
A: The estimated amount for destruction would be 5-gallon buckets, between 1 and 5 per 6 months.
1. Q: Please advise if there are any requirements that are barred on pricing for line items?
A: None
1. Q: Would the facility be willing to utilize mailing the hazardous waste vs onsite pickup?
A: Only if allowed by EPA (may not be possible due to record-keeping, DOT and chain-of-custody requirements).
