The requirement is designated as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The place of performance is Sheridan, Wyoming Medical Center (1898 Fort Road, Sheridan, WY 82801), with additional work at the Gillette VA Clinic. The contracting office is located in Greenwood Village, Colorado, with the point of contact being Contracting Officer Danielle Kramer (danielle.kramer@va.gov, 303-712-5725).

The facilities contain various backflow assembly types including Reduced Pressure and Double Check devices ranging from half-inch to four-inch sizes, located at different heights (floor level, chest level, and overhead) throughout mechanical rooms. All devices have isolation valves on both upstream and downstream sides. The solicitation references an attached "Backflow Survey Oct2025" containing detailed information on device locations, manufacturers, models, and sizes. The NAICS code is 238220, and the product service code is J045. Questions and answers addressing contractor inquiries have been finalized, with no additional questions to be answered beyond the January 27, 2026 deadline.

Backflow Preventer Testing and Repair Service

Question and Answers

Question 1: Can the Government provide a breakdown of the number and type of backflow assemblies per building and specifically how many devices are located at the Gillette VA Clinic?

Answer: Refer to attachment “Backflow Survey Oct2025” is the survey completed in October. There are two devices located in Gillette, One Reduced Pressure, one Double Check.

Question 2: Would a licensed plumber be acceptable to perform repairs when needed, provided repairs are completed under the supervision of or in conjunction with an ASSE 5130 technician?

Answer: No, the individual completing the repairs on site is required to carry the certification. Individuals will provide the certifications when arriving on site.

Question 3: Are any of the reduced pressure (RP) devices associated with fire suppression systems, or are they strictly for domestic/process water systems?

Answer: These are strictly domestic water supply.

Question 4: Are there any photos or drawings available that show the backflow device locations and setups?

Answer: Refer to attachment “Backflow Survey Oct2025” for location. Pictures are not available.

Question 5: Is this a service- disabled veteran set aside? Also, did the last contract go full term? Was the last contract dissolved early?

Answer: Yes, this requirement is a total SDVOSB set-aside as identified on page 1 in the “Set-Aside” section and Section IV on page 2. It was determined that it is in the best interest of the government to issue a new solicitation for this requirement. The phrase “dissolved early” is not a contracting term but it is assumed it is being asked if the current contract was terminated, it was not.

Question 6: Will contractor be required to move furniture, ceiling tile, and wall grates?

Answer: The Backflow devices are located in mechanical rooms once located they will be accessible without removing panels.

Question 7: What is the size of the devices?

Answer: Various sizes from ½” to 4”.

Question 8: Are all devices located on the floor or running in ceiling?

Answer: Various heights. Some floor level, some chest level, some overhead.

Question 9: Can the VA please provide the manufacturer, size, and model number for each of the backflow devices?

Answer: Refer to attachment “Backflow Survey Oct2025”, it has the known and unknown manufacturers and if the sizes are known.

Question 10: Do all of the backflow devices have isolation valves on both the upstream and downstream side to allow repairs to be made to the devices?

Answer: Yes, all the backflow preventers have isolation valves upstream and downstream of the devices.

Question 11: With regards to the certification required for the backflow testing and repair. The state of Wyoming recognizes the American Backflow Prevention Association (ABPA) certification. Will the VA recognize an ABPA certification for testing and repair in lieu of the ASSE 5110 and 5130 certification?

Answer: The SOW section 2.0 Certification covers the required certifications.

Dates listed in Section I and XIV are hereby updated to no later than 16:00pm MT, January 27, 2026.
