About this file

This is a Justification and Approval (J&A) document for a sole source contract action under the Revolutionary FAR Overhaul (RFO) 12.102(b) for acquisitions exceeding the Simplified Acquisition Threshold. The Department of Veterans Affairs, Network Contracting Office 19, located in Greenwood Village, Colorado, proposes to award a firm-fixed-price purchase order to ScriptPro USA, Inc., located at 5828 Reeds Rd, Mission, Kansas 66202, for ScriptPro Pharmacy Terminal and Windows 11 Upgrades. The contract will support eight VA health care facilities across Colorado, Montana, Utah, Wyoming, and Oklahoma. The acquisition includes Windows 11 software upgrades, workstation hardware upgrades, and replacement of ScriptPro pharmacy endpoints including noticeboards, kiosks, robot internal computers, workstations, and printers. Delivery and installation are estimated to be completed 120 days after order receipt, with support services continuing for 12 months post-installation.

Competition is restricted based on the determination that only one responsible source exists capable of meeting agency requirements. ScriptPro pharmacy management systems are operational in over 140 VA Medical Centers since 1996 and are the only approved outpatient pharmacy automation system integrating with the current VISTA system and future Cerner/Oracle Electronic Health Record Management system. The current Windows 10 system will no longer be supported by Microsoft as of October 2025. ScriptPro holds proprietary rights to all software, upgrades, and component equipment, making sole-source procurement necessary to maintain system integrity, safety, and accuracy. Market research included a presolicitation notice posted July 20, 2026, closing August 4, 2026, with no responses received. Small Business Administration searches confirmed no authorized small business providers can supply the required equipment. Pricing was determined fair and reasonable based on comparison with pricing paid by other VAMCs and previous Federal Supply Schedule pricing (36F79719D0135), adjusted for inflation and new technology. The J&A was approved by the Contracting Officer, one level above, and the VHA Regional Procurement Office.

The proposed sole source contract action with ScriptPro USA, Inc., a large business, located at 5828 Reeds Rd, Mission, Kansas 66202, is for a firm-fixed-price purchase order. The anticipated contract value is

. Estimated delivery and installation will be completed 120 days after receipt of the order, and support services for some equipment will continue for 12 months after installation.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: This acquisition will provide an upgrade to Windows 11 software and workstation hardware, as well as replacement of the ScriptPro pharmacy endpoints used throughout the Health Care facilities stated in paragraph 1. This upgrade is necessary to maintain functionality of existing systems and will include installation of internal computer components to facilitate upgrades to a newer operating system and complete replacement of some computers and printers. The endpoints that will be upgraded include noticeboards, kiosks, and robot internal computers. The endpoints that will be replaced are the workstations and printers.

4. Statutory Authority Permitting Other than Full and Open Competition: The statutory authority for restricting competition utilizing the Simplified Procedures for Commercial Items identified in RFO 12.201-1 is 41 U.S.C. § 1901 and is implemented by RFO 12.102(b) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

(X) Only One Responsible Source and No Other Supplies or Services Will Satisfy

Agency Requirements ( ) Unusual and Compelling Urgency

( ) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services

( ) International Agreement ( ) Authorized or Required by Statute ( ) National Security ( ) Public Interest

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority: ScriptPro USA, Inc. Pharmacy Management systems are used in over 140 VA Medical Centers (VAMC) for pharmacy automation and have been in place since 1996. The Health Care facilities are currently standardized to ScriptPro for outpatient pharmacy automation. ScriptPro is the only approved outpatient pharmacy automation system that integrates into the current VISTA system and will integrate into the future Cerner/Oracle Electronic Health Record Management (EHRM) integration that is currently in process. The current system is running on Windows 10, which is no longer supported by Microsoft as of October 2025. ScriptPro USA Inc. holds proprietary rights to software, upgrades, and component equipment to be used with its pharmacy dispensing automation. The purchase, installation, and upgrade of these components can only be completed through ScriptPro due to the proprietary nature of the components, as well as the need to maintain the integrity, safety, and accuracy of the systems in accordance with manufacturer specifications.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as possible (including whether a notice was or will be publicized as required by RFO Part 5 and, if not, which exception under RFO Part 5 applies): There are no additional actions available to ensure that offers are solicited from as many potential sources as possible. There is only one source capable of meeting the Government’s requirement. This justification will be made publicly available IAW RFO 6.301.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Proposed pricing was compared to and found consistent with pricing paid for the same equipment by other VAMCs. Additionally, proposed pricing was compared to pricing for previous versions of the same equipment on ScriptPro USA, Inc.’s Federal Supply Schedule (FSS) (36F79719D0135), and found to be consistent with pricing previously determined fair and reasonable when accounting for slightly increased prices associated with inflation and new technology. The required equipment is commercially available and is consistently priced when compared to other similar products. Therefore, the anticipated price is expected to be fair and reasonable.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: A presolicitation notice advising the market of the intended sole source contract action was posted on July 20, 2026, and closed on August 4, 2026. No responses were received. A sole source letter confirming no other vendors can supply the required equipment was provided by ScriptPro USA, Inc., on July 13, 2026.

Searches of the Small Business Administration Small Business Search confirm there are no authorized small business providers in any socioeconomic category that can provide the required supplies; therefore, neither the VA nor SBA Rule of Two can be met. Searches conducted on General Services Administration (GSA) Advantage confirm that ScriptPro has an FSS (36F79719D0135), but the required hardware and software upgrades are not on the FSS.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: ScriptPro systems are integral to accelerated EHRM deployment, which is critical to patient care and is currently one of the Secretary of the VA’s top priorities. Delays in EHRM deployment are estimated to have cost the VA over $20 billion since 2019. Currently, ScriptPro is the only system that integrates with existing VA systems.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:

ScriptPro USA, Inc.

5828 Reeds Rd.

Mission, Kansas 66202

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: Current estimates indicate that the costs of procuring, installing, and training employees on alternative systems for all the facilities would exceed $16 million, not including potential costs and delays associated with integrating new equipment with existing VA systems. Therefore, alternatives for the existing ScriptPro systems are not currently being sought. The Government will continue to conduct market research over the life of the contract to ascertain if there are changes in the marketplace or technology that would enable future competitive actions to be completed.
