About this file

This document is an amendment to a pre-solicitation notice for an Architect-Engineering (A-E) contract with the Department of Veterans Affairs (VA) at the Grand Junction VA Medical Center in Colorado. The solicitation (36C25925R0113) is set-aside for Small Disabled Veteran Owned Small Business (SDVOSB) firms and seeks design services to expand electrical capacity across the medical center's 22-building, 321,557 gross square foot campus. The project involves redesigning the northern electrical room to support future expansions and creating a new eastern electrical room to support temporary employee workspaces, with most work conducted indoors.

Key submission details include a response deadline of October 13, 2025, at 10:00 AM Mountain Time, with firms required to submit SF-330 Parts I and II to Mark Holland via email. The amendment clarifies several procedural points, including increasing the page limitation from 30 to 50 pages for submissions, and allowing offerors to reference Past Performance Questionnaires (PPQs) or CPARS from previously completed projects. The contract's NAICS code is 541330, with a product service code of C1DA, and the solicitation is specifically for design services related to electrical infrastructure expansion.

1) Are Part IIs and CPARS excluded from the 30-page limit?

The 30 pages limitation has been increased to a 50-page limitation.

The “E-Mail Submission Procedures” state that “The SF330 (not including past performance questionnaires) are limited to 30 pages (Now 50 pages)”. This includes Part II’s. CPARS and Past Performance Questionnaires are not part of the now 50-page requirement. However, all responses are still required to meet the 5 MB/one email limitation.

2) Can the page limit be amended to 50 pages, including Part IIs and PPQs?

See answer to question one.

3) Can the following be amended: “Offerors shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A/E services procurements.”

Yes, the above reference statement is amended. It shall now read “Offerors may incorporate by reference into their response PPQs or CPARS previously submitted in responses to other A/E services procurements, as long as the referenced project has been completed prior to SF330 submission for the current Pre-Solicitation”.

4) Do CPARS count towards the 30-page limit?

See answer to question one.
