About this file

This document is an amendment (Amendment 0006) to a solicitation for Durable Medical Equipment (DME) Services for the Montana VA Healthcare System. The amendment extends the proposal submission deadline to November 26, 2025, at 4:00 PM MT and provides responses to additional vendor questions regarding contract line item structure and service specifications.

Key details include the contract covering DME services across 56 Montana counties, with specific product categories such as modular ramps, vehicle trunk/lifts, stair glides, porch lifts, and vertical platform lifts. The VA declined vendor requests to create separate line items for different product types, emphasizing a fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract approach. The solicitation is administered by the Department of Veterans Affairs Network Contracting Office (NCO 19) and is seeking proposals from vendors, with a focus on maintaining a consistent pricing and service delivery model across the specified Montana service area.

Additional Questions and Answers

Will the VA consider adding separate CLINs for each of the five product categories (e.g., modular ramps, vehicle trunk/lifts, stair glides, porch lifts, and vertical platform lifts) under both evaluation and installation? No, the VA will not consider adding separate line-items for each of the five product categories, such as modular ramps, vehicle trunk/lifts, stair glides, porch lifts, and vertical platform lifts. These product categories are of similar complexity and require similar labor requirements.

Would VA be open to structuring these CLINs to reflect the distinct labor, training, and equipment requirements unique to each product type to ensure accurate pricing and performance monitoring? No, these equipment types are listed under their respective line item categories, which represent the labor and complexity of that equipment. Please refer to PWS sections 7.9, 7.10, and 7.11 for details.

Does VA agree that separating these categories into individual CLINs would enhance cost transparency, improve competition, and reduce potential for disputes in invoicing? No, equipment types are grouped by complexity.

If VA is willing to add these separate CLINs, will the revised Price Schedule reflect consistent definitions aligned with the Performance Work Statement for each product type? Not applicable as line items are remaining the same.

Will VA consider creating separate CLINs for one-person versus two-person pick-up and delivery, given the significant variance in labor and resource costs? No, the VA will pay a flat rate per job. This is a fixed price IDIQ contract as stated on the SF 1449.

Will VA establish CLINs for preventative maintenance to reflect the ongoing labor and travel requirements distinct from initial delivery and installation? DME preventative maintenance is not required under this contract.

Will VA consider establishing separate CLINs for after-hours and emergency delivery, recognizing the premium cost of labor and logistical complexity associated with off-hours service? No, these are included under the Rush Delivery line item.

Similarly, will VA establish CLINs for after-hours and emergency repair services, ensuring clarity in reimbursement for these high-priority tasks? No, these are included under the Rush Delivery line item.

Will VA create a CLIN for cleaning and processing of VA-owned equipment, to properly capture labor, transportation, and sanitation costs, and ensure compliance with infection-control standards? No, this should be included in the applicable line item for that specific equipment pick-up/delivery (Major, Moderate, or Minor).

Will VA confirm whether mileage reimbursement will be separately invoiced when multiple CLIN services are completed during the same trip, and if so, whether the reimbursement applies per CLIN or per trip? Mileage will be invoiced per trip. If one trip includes multiple drop-offs, mileage will be paid for the total miles driven even if one trip includes multiple drop-offs.

Will VA provide an Excel version of the updated Price Schedule to ensure consistency across all offerors and accurate completion of all CLIN categories? Not applicable as line items are remaining the same.

Will VA clarify whether preventative maintenance CLINs should be priced as per unit, per visit, or per job, given the distinct nature of the services? No. Preventative maintenance reports are what the vendor provides on their vehicles, not patient equipment. Please refer to PWS paragraph 6.F. Vehicle preventative maintenance reports are to ensure the reliability and safety of the vehicles used to transport VA-bought Durable Medical Equipment (DME) for delivery, setup, and training at Veterans' homes. These reports will include all vehicle maintenance activities, repairs, and inspections.

Will VA confirm that additional CLINs added will not alter the overall SDVOSB performance requirement but will instead support clarity and fairness in evaluation? Not applicable as line items are remaining the same.

Will VA consider incorporating escalation provisions for labor costs across option years, particularly for high-skill services such as lift installation and emergency response? All vendors will need to submit their pricing to Contracting to be evaluated for the duration of the contract. The question asked was unclear.

Can the Government provide clarification on the geographic distribution of Veterans to be served under this RFP. Montana is a highly rural, and frontier geographic area with very few urban areas. It is a 147,000 square mile state. Veterans are widely distributed throughout the state. Please refer to PWS section 3.
