About this file
This document is an Amendment (0001) to Solicitation 36C25925R0057 for Durable Medical Equipment (DME) Services for the Montana VA Healthcare System. The amendment extends the proposal response deadline to August 29, 2025 at 16:00 MDT and provides detailed clarifications through a series of 13 questions and answers addressing critical operational details such as mileage reimbursement, delivery charges, billing procedures, and service requirements. Key clarifications include: reimbursement for full round-trip mileage over 50 miles, billing per job with one delivery charge per visit, and a requirement for "most economical" routing monitored through mapping tools. The solicitation includes specific performance expectations, such as a 50% Service-Disabled Veteran-Owned Small Business (SDVOSB) performance requirement measured across the entire contract term, and compliance with Joint Commission standards. The contract will serve Montana's extensive rural landscape, covering 147,000 square miles with minimal urban areas, and involves delivering and installing various medical equipment with specific pricing structures for different equipment types and service levels.

Questions and Answers
1. The offeror respectfully requests clarification on the application of the mileage charge CLIN. Specifically, when a trip exceeds 50 miles one-way, will the contractor be reimbursed for the full round-trip mileage or only the mileage beyond the 50-mile threshold? This clarification will impact the offeror’s cost structure and service area planning.
a. If a trip exceeds the 50-mile one-way threshold, the contractor will be reimbursed for the entire round trip.
2. The offeror respectfully requests clarification on whether a combined delivery and pickup to the same address is billed as one job or two. The PWS references a “per job” rate for pick-up and/or delivery—clarifying if “one trip = one job” regardless of task type will ensure pricing aligns with the Government’s billing expectations.
a. If multiple tasks are included in a single delivery, only one delivery charge applies. Each separate trip to the Veteran's location incurs a delivery charge. There is one delivery charge per visit, regardless of the number of tasks completed during that visit. Please refer to PWS Section 7.12.
3. The offeror respectfully requests further information on how the Government will assess and enforce the requirement for “most economical” routing, and under what circumstances payment adjustments will be applied. Will the Contractor be given notice and a chance to justify routing prior to any adjustment?
a. Yes. The vendor must communicate with the COR or designee via phone or email. Most economical means the goal is to reduce overall expenses related to distance, time, fuel consumption, and any additional costs, while ensuring timely and safe delivery of the equipment to the Veterans home. Government will monitor most "economical routing" via random checks of mileage with Google Maps, MapQuest or similar program.
4. The offeror respectfully requests confirmation on whether the Government will accept the completed Price/Cost Schedule in Microsoft Excel format, provided that all LINs, pricing structure, and calculations mirror the solicitation’s SF 1449 layout exactly. If acceptable, would the Government consider providing an Excel version of the pricing table to ensure consistency across all offerors?
a. SF 1449 Price/Cost Schedule will need to be provided. Excel Price/Cost Schedule can be provided as an additional attachment.
5. The offeror respectfully requests clarification on the estimated quantity of 185,000 EA for CLIN 0007 (Rush Delivery). Is this a typographical error, or does it represent a different unit of measure or workload basis than other delivery CLINs? Please confirm the intent behind this quantity for proper pricing alignment.
a. CLIN 0007 is “MILEAGE - COST PER MILE” 185,000 miles is an estimate. This is Montana and it’s 147,000 square miles of rural, highly rural, and frontier landscape. Very minimal “urban” areas in Montana.
6. The offeror respectfully requests clarification on how to invoice a delivery involving multiple equipment types from different CLIN categories (e.g., one minor and one major item delivered together). Should each item be billed under its respective CLIN, or should the contractor bill under a single, highest-category CLIN per visit?
a. This should be billed under each respective CLIN. Can be on one invoice. Example: list delivery of equipment, grab bar installation, power wheelchair setup/assembly, training/education. All listed separately per CLIN on one invoice. Each Purchase Order should have its own invoice.
7. The offeror respectfully requests clarification on whether the Grab Bar Install CLIN is per installed unit or per trip/install job regardless of quantity. This has direct implications on pricing labor, materials, and visit duration.
a. Per unit installed: you may have one 16” grab bar and 3, 12” grab bars. That’s 4 installs of 4 different grab bars; but also, if 4 grab bars were delivered and only 2 were installed, then you’d bill us for the 2 installs.
8. The offeror respectfully requests clarification on whether “per job” under CLINs for Minor, Moderate, and Major Delivery refers to each delivery trip regardless of the number of equipment units delivered, or whether the CLIN is tied to quantity of units handled per trip. For example, if two minor-type items are delivered in one visit, should that be billed as one job or two?
a. In the example provided: one PO would be issued for all of the work. Grab bar install and a bedside commode is a typical example. One charge for minor items, grab bar install fee, and delivery.
9. The offeror respectfully requests clarification on what will be accepted as demonstration of “Joint Commission or equivalent” compliance prior to award. Is CHAP/ACHC accreditation sufficient? If not accredited, what documentation must be submitted to demonstrate readiness?
a. If Offeror is not Joint Commission accredited, they must review the Joint Commission standards and self-survey. This is outlined clearly in Sections 3 and 5.11.
10. The offeror respectfully requests clarification regarding the apparent discrepancy between the required 2-business-day delivery window and the separate reference to 45–60 day delivery timelines for certain orders. What types of services qualify for the longer window?
a. Please see revised Performance Work Statement. Section 3.1 has been removed. Section 4.4.3 revised to state: Contractor will call the Veteran within seven (7) business days to schedule delivery/ setup/ evaluation to be completed no later than 45-60 day timeframe for routine deliveries/ setup. If Contractor is unable to meet this timeline, the Contractor must contact the COR or designee by email or phone with follow up email detailing the reason for the delay of service or delivery.
11. The offeror respectfully requests clarification on whether the 50% SDVOSB performance requirement under VAAR 852.219-75 will be measured per order, per contract year, or across the entire contract term. Understanding this is critical to structuring allowable partnerships and resource allocations.
a. Performance will be measured across the entire contract term. Please refer to VAAR 852.219-75(b).
12. Is this new or existing work?
a. Yes, this is existing work.
13. Who is the incumbent contractor and what is their contract number.
a. There is no incumbent contractor currently.
