This document is a Vendor Questions & Answers file for a VA courier service solicitation. The requirement is a Total Small Business set-aside contract for courier services, specifically for Small Businesses registered in SAM.gov and searchable in the SBA Small Business search. The current incumbent is Citadel Security Group, and the solicitation involves approximately 200 trips per year involving pickup and delivery of boxes and containers, likely containing patient information that requires HIPAA privacy protection. A Business Associate Agreement will be required between the awarded vendor and a Veterans Health Administration (VHA) Privacy Officer. The VA will not disclose the budget/funding amount, and vendors are instructed to provide their most competitive offer. The contract is a commercial acquisition under FAR 12.6, with specific requirements detailed in the RFQ, Statement of Work, and Price/Cost Schedule.

Vendor Questions & Answers The updated Vendor Questions and Answers are Highlighted in Yellow.
1) Is this solicitation only for Small Businesses total set-aside? Or can anybody bid on it?
Answer: Yes, the solicitation is only for Small Businesses (SBs) who are registered in SAM.gov and searchable in the SBA Small Business search to submit their offers. Unfortunately, if a vendor that is not a SB found in SAM.gov and not searchable in the SBA Small Business search submits their offer, the offer would not be evaluated.
2) Who is the incumbent?
Answer: The incumbent is Citadel Security Group.
3) What was the previous/current contract# for this requirement?
Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and
Price/Cost Schedule.
4) What is the budget/value for this requirement?
Answer: The VA does not disclose the funding/budgeted amount for the requirement since this is a commercial acquisition under FAR 12.6. Therefore, we highly recommend for vendors to provide their best offer that they believe is competitive.
5) Why and how are you going to enforce the Limitations of Sub-Contracting? Answer: Under FAR
52.219-14 the CO is required to enforce the limitations of sub-contracting for any set-aside contracts. Also, for both pre-award & post-award actions, the CO will use any other pertinent
VAAR, VHA Policies, and FAR to ensure that Limitations of Sub-Contracting are enforced.
6) What was the cost of the of the previous contract?
Answer: In order to ensure this solicitation’s requirements are met, the previous service contract is not relevant since this is a new requirement with details listed in the RFQ, SOW, and
Price/Cost Schedule.
7) Please confirm whether licenses can be utilized via subcontractor(s) for this requirement?
Answer: Please review SP1, SP2, and SP3 of the Special Standards of Responsibility from the RFQ document.
8) Why would a Business Associate Agreement be needed for this requirement?
Answer: The courier would be picking up boxes and containers that will likely have patient information that requires protection of patient privacy to prevent a HIPAA violation; therefore, a
Business Associate Agreement shall be required between the vendor awarded the contract and a Veterans Health Administration (VHA) Privacy Officer.
9) How many drivers/vehicles are currently used to service the current contract?
Answer: The current number of drivers/vehicles by the incumbent vendor is not relevant for this requirement. Please review the Statement of Work (SOW) to allow your company to make the determination of the number of drivers/vehicles based on your business’ capabilities. The VA will not state the headcount of courier drivers/vehicles required because it is the contractor's responsibility to properly staff and equip their business to meet the SOW requirements.
10) What is the vehicle size currently servicing this location?
Answer: The current size of the incumbent vendor’s vehicles is not relevant for this requirement. Please review paragraph 4 of the SOW in the RFQ to allow your company make the determination of vehicle size. Reason: Maybe the driver has multiple customer deliveries to support, not just the VA. Therefore, the VA will not state the exact vehicle size, so it is the contractor's responsibility to ensure the vehicle used meets the SOW requirements.
11) The solicitation specifies approximately 200 trips per year, but it does not define the expected labor hours per trip to be used for pricing. To ensure our pricing aligns with the VA’s evaluation, could you please confirm the assumed number of hours (or minutes) per trip the
VA will use for this requirement?
Answer: Please review the Statement of Work (SOW) located in attachment: RFQ
36C25925Q0791 to find the locations of the pickups/delivery addresses.
12) It says Total Small Business Set-Aside, but in the Description, it says Service Disabled Veteran
Owned Small Business total set-aside. Can you please clarify the set-aside for this opportunity?
Answer: Good catch, the contract opportunities description should and will be updated to Total
Small Business Set-aside.
