About this file
This document is an Amendment to Solicitation for Tele-Interpreter Services issued by the Department of Veterans Affairs Network Contracting Office. The solicitation seeks a contractor to provide over-the-phone interpretation services for a base period of one year with four additional one-year option periods, from October 5, 2025 to October 4, 2030. The contract has a fixed unit price of $46,500 per period, with Spanish estimated to comprise 99% of the anticipated interpretation volume, and secondary languages including Chinese-Mandarin and Korean.
Key requirements include telephone interpretation services exclusively, with all contractors and subcontractors required to reside in the United States. The incumbent is Louis Fitzgerald LLC, and the current contract expires in October. Contractors must comply with background investigation requirements, and artificial intelligence is not acceptable for interpretation services. Quotes are due by September 22, 2025 at 10:00 AM MDT, to be submitted via email to Crystal Volmar. The primary NAICS code is 541930 (Translation and Interpretation Services), and the service code is R608 for administrative support translation and interpreting.

Answer: This contract is currently being performed and will expire in October. This will be a new requirement.
4. Question: The RFQ uses the terms "interpretation" and "translation" interchangeably. Please note that "interpretation" refers to spoken language and "translation" refers to written text. Can you please clarify if you are only seeking telephone interpretation services, or are you seeking document translation services as well?
Answer: The contractor will only perform telephone interpretation services.

Answer: The contractor will not perform any document translation.
5. Question: What are the most common languages requested?
Answer: Spanish
6. Question: What languages have been the most difficult to fulfill?
Answer: The Government is currently unaware of difficulties relating one language over the other.

Answer: The contractor must comply with the requirements in the SOW. The Agency will not determine the contractor’s technical approach.
11. Question: With OPI interpreters’ service are security clearance required?
Answer: The contract does not require a security clearance. However, a background investigation and fitness determination must be completed.
12. Question: OPI interpreters will not be physically present and will be globally located around the world?

Answer: Yes. The vendor is Louis Fitzgerald, LLC.
16. Can you provide an estimated language mix by percentage for the top 5/10 languages? If that information is unavailable, can you estimate the percentage of overall volume that will be for Spanish?
