Answered Questions

1. Please indicate which routes will require transportation of “sterile and contaminated instruments” Aside from temperature and humidity standards, are there any special vehicle requirements for transporting sterile and contaminated instruments?

Answer: Currently only disposable instruments are used within the clinics. This language is for future need and if transport was needed the instruments would be packaged by clinical staff in a biohazard approved container or bag that the courier would transport. No special vehicle requirements are needed for the transportation of sterile or contaminated instruments. Any sterile instruments would be packaged appropriately before the courier would initiate transport.

2. What are the maximum Cubic Feet of cargo space required for each route/clinic location?

Answer: Sixty (60) cubic foot of transport space per route is needed.

3. What is the maximum weight of the bins being transported?

Answer: The maximum weight of a single item or bin would be 50lbs.

4. Can the pickup times be adjusted for efficiency and cost savings?

Answer: Example: Idaho Falls and Pocatello are approximately 1 hour driving distance but have 1600 and 1630 pickup times. It would be a significant cost savings to the VA for these two locations to be serviced on one route.

Answer: Yes, the contractor can do multiple routes with the same vehicle so long as everything is picked up/delivered the same day and the vehicle as the space for all the items.

5. SOW reads: “Weekly Performance Route *Route #1 – Pick-up from SLC VAMC Lab in SLC, UT at 0800, and deliver to Utah Public Health every Monday” Please provide a delivery address for Utah Public Health Answer: The address for the Utah Public Health Laboratory is 4431 S 2700 W, Taylorsville, UT 84129.

6. SOW reads: “Route #10- Pick-up from SLC VAMC Mail Room in SLC, UT, deliver/pickup from Federal Building, downtown SLC and return to SLC VAMC Mail Room in SLC UT” Please provide pickup time for the Mail Room at the SLC VAMC and Federal Building Answer: The delivery/pickup for the mail room can be anytime between 0900 and 1530 we do not have a specific time requirement, just that the time is somewhat consistent day-to-day.

7. Will as-needed specimens be packaged by VA personnel or will we be required to provide coolers, ice packs or dry ice?

Answer: As needed specimens are packaged by VA staff in VA approved packaging and ready for delivery when the courier comes to pick them up.

Are as-needed deliveries considered “round trip” to facilitate the return of coolers and packing materials or one-way deliveries?

Answer: Yes, the trip is “round-trip” as the cooler/packaging the VA uses must be returned to the VA location it was picked up from.

8. SPW reads: STAT routes: pickup/delivery within a 50-mile radius of the SLC VAMC Main Campus. Pickup and Delivery must be completed within one (1) hours of call for service.

If the location is at the edge of the radius, is a 1-hour turnaround from time of call to delivery realistic?

Answer: We updated the Statement of Work and Line items to reflect STAT Routes pickup/delivery within a 25-mile radius of the SLC VAMC Main Campus. The change can be found on page 7 section 2 located under “Definition” section.

Are all STAT/Urgent routes one-way or are there any round trip?

Answer: Some packaging would require a round trip back to the VA and some may not, as that packaging could stay with the delivery location. The courier would be made aware of round-trip or one way when they were called for a pickup.

9. Whether any specific pickup/route schedules and CBOC addresses will be provided with the SOW (or should we price by tiered mileage/stop rates)?

Answer: The route addresses are provided on page 1 & 2 under "Primary Places of Performance. The routes themselves are listed on page 5 under "Daily Performance Routes.

10. Required certifications/clearances (e.g., HIPAA training, OSHA BBP, background checks/badging) and any temperature control or chain-of-custody form standards.

Answer: Training requirements are listed on page 3 under "training requirements”. Badges are discussed on page 3 under "personal Identity Verification (PIV)

11. Any minimum vehicle types (sedan/SUV/cargo van) and response time SLAs (STAT/regular).

Answer: Vehicle Requirement are listed on page 9 under contractor Vehicles. The Definition of STAT/URGENT and Regular is listed on page 7 under " As Needed Performance Routes" under "Definition".

12. Preferred pricing structure (per-mile + per-stop, flat route, or hybrid) and whether fuel surcharge is allowed.

Answer: Please submit the quote based on section B3. Price/Cost Schedule on page 22.

13. Confirm electronic submission instructions and any page/volume limits.

Answer: Please see pages 64-70 E.3 for Instructions to Offerors for submission instructions. There are no page limits.
