About this file
This document is a Questions and Answers file for a VA Courier Service solicitation (36C25925Q0591) for the Sheridan, WY VAMC covering the performance period 11/1/2025-10/31/2026. The current incumbent is DalyWorks LLC (contract 36C25721P0444), who currently operates with 3-4 drivers using minivan or SUV-sized vehicles to transport medical parcels across multiple Wyoming locations including Casper, Riverton, Gillette, Afton, Cody, Evanston, Rock Springs, and Worland.
Key operational details include a courier service that runs Monday-Thursday (excluding federal holidays), with specific drop-off times for each location. Vehicles must have at least 30 cubic feet of storage capacity, capable of transporting parcels up to 15 cubic feet, with "Urgent" parcels receiving priority. The routes involve significant mileage (e.g., Afton is 441-528 miles from the starting point), with a predetermined hand-off point in Casper. The previous contract's final option year cost was $172,000, and as-needed trips are minimal (2-3 per year). Drivers may need to travel through darkness to meet delivery timelines, with occasional secure overnight stays permitted due to weather conditions.

Questions and Answers
Question 1: Is there an Incumbent for this solicitation? If so, please provide the contractor name and contract number.
Government Response: This service is currently being provided by award number 36C25921P0444; DalyWorks LLC
Question 2: The scope states that no items should be kept overnight. However, based on the pickup and delivery times provided, it does not appear logistically possible to start in Sheridan, travel to some of the listed locations, and return to Sheridan the same day.
For example, it may make sense to group towns such as Evanston and Rock Springs on the same route to reduce mileage. However, completing that trip and returning to Sheridan within the same day would not be feasible under the stated requirements.
*Please clarify mileages.
Could you please provide additional information on how the Government anticipates structuring the route schedule? Specifically, any guidance on whether certain towns may be combined, or if adjustments to the “no overnight” requirement are anticipated, would be very helpful.
Government Response:
• Afton – 528 miles (I-25 S, Southern Route); 441 miles (US-16, US-26 W), may not be passable in winter
• Casper – 147 miles (I-90 E, I-25 S)
• Evanston – 473 miles (I-25 to I-80 via “Muddy Gap”) 432 miles (US 16-W to US 26-S)
• Gillette – 104 miles (I-90E)
• Riverton – 213 miles (I-90 to I-25 (Buffalo) to US 16W)
• Rock Springs – 371 miles (I-25 to I-80 via “Muddy Gap)
• Worland – 125 miles (I-25 to US 16W)
• Cody – 147 miles (using US 14W)
There is a pre-determined (by the contractor) hand-off point at Casper where the drivers exchange cargo from the west and east sides of Wyoming to be embarked back to Sheridan and from Sheridan to the distant CBOCs. The deliveries back to Sheridan usually happen around Midnight. Adjustments happen from time to time (usually weather-related), whereupon the cargo may incur a secure overnight stay. The Government does not specify if towns are combined, leaving it up to the contractor to make deliveries as needed (Rock Springs and Evanston would notionally be on the same route as would Afton and Cody). The driver(s) may drive through darkness to make their delivery timelines.

Question 5: What is the vehicle size currently servicing this location?
Government Response: Minivan or SUV size
Question 6: How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily?
Government Response: At least 30-cubic feet. There can be parcels that are themselves 15-cubic feet with other smaller parcels/packages (1-5 cubic feet) also embarked daily. In cases of heavy loads, the parcels marked, “Urgent” would have priority.
Question 7: What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any?
Government Response: The As-Needed trips are minimal and a “special case scenario”. They are about 2-3 per year.
