The purpose of this amendment is to answer questions received.
Please see attached regarding questions received and corresponding answers. Please note there is 1 answer yet to come as the Customer is still working on gathering the dry valve piping information requested.
Please note the submittal due date remains the same. All offers are to be emailed to heather.clemons@va.gov and received no later than 5pm MST on December 11, 2024.

Questions and Answers below are referencing RFQ 36C25925Q0064:
Q. Is this a new or follow-on requirement? If a follow-on, who is the incumbent and what is the contract number?
A. A previous requirement for fire alarm testing was awarded to LW Enterprises, Inc. dba AlarmSpecialist under contract 36C25920P0217 which expires 12/31/2024. However, this will be considered a new requirement as there are additional inspections, and obligations needed.
Q. Can you clarify what is meant by 'Base Year' and 'Option Year' in regards to when the contract has begun? Does that mean the VA will decide year by year whether they would like to continue?
A. The intent is to continue the contract for the full 5 years but funds are obligated one fiscal year at a time by the VHA. Each year there is a review process to ensure needs are met, but our intent would be to continue utilizing the product for a full 5 years.
Q. 'Funding available for the procurement' is often mentioned. Would it be possible to know how much funding is available for this procurement?
A. Funds are obligated each fiscal year to meet the specified amount within the contract. We have to validate each fiscal year that the funds are provided and available and are tied to our budget.
Q. Are any additional documents besides the RFQ required to be submitted?
A. No additional documents are required as long as the RFQ meets all requirements.
Q. Are there limitations to subcontracting?
A. Yes, please review sections: C.6 VAAR 85.219-74 Limitations On Subcontracting and E.1 Addendum to FAR 52.212-1 Instructions to Offerors paragraph: General Standards of Responsibility.
B. This clause MUST be completed, signed, and returned at time of bid in order for offer to be considered. Even when the offeror is completing all work themselves, this document must still be completed, signed, and returned at time of bid in order for offer to be considers.
Q. Is a site visit mandatory?
A. No, a site visit is not mandatory. However, a voluntary site visit has been scheduled for Tuesday, November 26th at 9:00am MST. Please check in with Engineering at Building 8.
Q. How many Nodes or panels are there? Can we get a list of Panel types/models for each building?
A. There is not an available panel inventory.
Q. Is this bid open to non-manufacturing reps?
A. Yes but be aware that this service contract is to utilize existing equipment.
Q. Is the fire pump electric or diesel?
A. There are 2 pumps, a main pump which is used during a fire event, and a jockey pump which is used to assure the presence of water in the sprinkler system lines. Both are electric.
Q. Is a trip required prior to the inspection to pull the download of the program? What is the process for 3rd party?
A. A pre assessment trip should not be necessary. The fire alarm workstation will provide a complete device list by type and building. This should be one of the first tasks completed during service.
Q. The statement of work states a 2 hour response time, can that be via phone? Is it acceptable as long as it is planned within 2 hours?
A. The statement of work requires one (1) hour phone response to determine if personnel is required, and 2 hour on-site support for all deemed emergencies.
Q. What is the make and model of the Fire Alarm System?
A. Notifiers: Honeywell- FSP-851
Q. Is there a master programming password?
A. Any password information will be shared with the awardee.
Q. Is the programming company required to perform the fire alarm panel programming?
A. Currently, CSI completes all fire alarm panel programming.
Q. For the inspection and servicing of devices within the elevator shaft(s), will the Government coordinate with an elevator company, or will this be the sole responsibility of the awardee?
A. The awardee shall provide notice / prior scheduling with the COR prior to elevator inspections to coordinate with the elevator maintenance vendor.
Q. Do the inspections need to take place during the off hours (night work)?
A. No, the majority of work is completed during normal business hours. The activity of horn and strobe testing shall be completed after hours to minimize the disruption to patient care. Door closure test may be performed prior to normal business hours if initial tests do not pass.
Q. What are the make / model and size of the dry valves?
A. Gathering information.
Q. What is the make / model and size of the fire pumps?
A.

Q. Are their data plates for all fire pumps? If so, please provide.
A.

A. Need clarification. Are “data places” supposed to be “data plates” in question above?
Q. Can you please provide the annual reports from the year before for all systems?
A. Annual reports of previous years will be provided to the awardee upon request.
Q. Is there a device location list? If so, please provide.
A. Device list with locations to be provided to awardee upon request.
Q. Are the fire backflows included in the SOW? If so, please provide how many.
A. No, all facility backflow preventers are inspected through a separate contract.
Q. Can you please clarify the 5-yr inspection requirement? The SOW appears to only ask for the standpipes to be inspected and not the internal obstruction on wet/dry sprinklers, check valves, and hydro on FDC’s. Per NFPA 25, CMS, and State standards these are all required to be inspected every 5 years. Are these included in one of the CLINs?
A. All CLIN lines defining work at specific intervals should include the items defined in the SOW, plus any other requirements pertaining to the standards listed in section 5.3. This was a missed item and needs to be included in the services rendered.
Q. Are repair parts and labor included in the pricing?
A. CLIN 0004 and CLIN 0005 are for repair labor, CLIN 0006 is for repair parts
Q. What kind of panel/equipment is on site for the sensitivity panel?
A. There is not a known sensitivity panel.
Q. Is there an address list for all devices on site? If so, please provide.
A. An address list is available through the Fire System workstation. Access will be provided to the awardee.
Q. Are there building reports already built out?
A. The VA does not have a template of building reports.
Q. Are battery counts accurate, as panel counts don’t add up?
A. The battery counts are for both the panels and notifiers. In some cases, there are multiple batteries for single panels.
Q. Smoke control – add devices referring to duct shut down – what is involved?
A. Specific requirements for testing fire and smoke dampers are defined in NFPA 80, chapter 20.
Q. Any requirements for overnight / afterhours testing?
A. The horns and strobes are tested after hours to reduce the disruption to patient care. Door closure tests may be completed prior to normal business hours to minimize disruption to patient care in the event that initial testing does not pass. All work afterhours shall be coordinated with the COR in advance.
Q. What kind of communication is utilized for signaling for monitoring (Pott’s line, IP, Cell, Radio)?
A. Signal Monitoring is dial-out and backed up via internet service.
Q. CLIN 0007 – are we providing monitoring?
A. CLIN 0007 requires continuous monitoring and notification of the campus fire alarm system. This is currently being outsourced on the current contract.
Q. SOW 4.2 General requirements, page 5 – in the event of required fire watch, will the contractor be required to provide fire watch?
A. Yes, this responsibility will fall upon the contractor.
Q. Is there a forklift required for testing? If so, will we need to rent the lift, or will the site provide a forklift for use?
A. A forklift is not required for this inspection and has not been needed to complete the prior inspections. If the contractor needs this equipment, they will need to assume the cost.
Q. How many tanks are used per each of the three kitchen hood systems?
A.
3rd floor NFS has two (2) 3 gal tanks.
CLC has one (1) 1-1/2 gallon tank
Q. The RFP calls for NICET 3 technician onsite during testing? I this physically at the location or as a general supervisor. NICET 3’s do not typically sit on inspections. This is going to be cost prohibitive if the NICET III has to be on site.
A. Yes. This is the requirement under the current contract and the contractor in previous contracts has fulfilled this requirement.
Q. Is there going to be a site visit, and if not, can we at least get a map of each of the buildings so we can see layouts?
A. A site visit has been scheduled for 11/26/24 at 9:00am.
Q. What is the FACP make and model?
A. NFS2-3030D
Q. 3 yr. scope for dry system full trips wasn’t called out in the RFP?
A. NFPA 25: 13.4.5.2.2.2. requires 3 year trip testing with fully open control valves. NFPA 25- Annex A defines test procedure for this requirement. This needs to be included in services rendered.
Q. The pricing sheet calls out semi-annual testing and quarterly testing, but under section 6.3 it calls out (4) quarterly tests and (2) semi-annual tests when it should be (2) quarterly test, (1) Semi-annual tests, and (1) annual test. The RFP contradicts itself that would need to be updates and clarified? March-Annual, June Quarterly, Sept. - Semi-Annual, Dec. – Quarterly A. The intent of the SOW is to have the contractor make 4 visits per year per Table 2. The quarterly visits shall include the quarterly tasks on Table 1. The semi-annual service shall include the quarterly and semi-annual tasks on Table 1. The annual service shall include quarterly, semi-annual, and annual tasks on Table 1.

Q. RFP calls out for monitoring. How many stations will need to be monitored?
A. The Grand Junction VA is the only station that requires monitoring for this contract.
