About this file

This document is an amendment to a previous combined solicitation for Veteran Lodging Service (Solicitation No. 36C25925Q0029) issued by the Department of Veterans Affairs, Veterans Integrated Service Network 19. The amendment provides clarification and responses to various questions related to the solicitation.

The key details are as follows: This solicitation is for a Blanket Purchase Agreement (BPA), not a contract, to provide lodging services for veterans in the Cheyenne, Wyoming area. The estimated number of rooms is 70, but the BPA does not have a minimum or maximum amount. Contractors can provide pricing for multiple hotels, and should include the hotel name, address, and nightly rate. The majority of the room usage will be Sunday through Thursday, with fewer rooms needed on weekends. The required shuttle service hours have been corrected to 5pm to 9pm. The Greeley, Colorado location has been updated to the UCHealth campus address. The responses provide clarification on the pricing and usage details of the BPA.

Question and Answers

Question 1: The pricing schedule indicates a request for 70 rooms. Please confirm that this is the total number expected for all five years so we can provide an accurate quote for the duration of the contract. Please also provide the frequency of when the rooms will be needed (check-in and check-out days).

Government Response: This solicitation will result in a Blanket Purchase Agreement (BPA) not a contract. The 70 room is an estimated number of rooms that could be potentially order from the BPA. BPAs do not contain a minimum or maximum amount. This request is to obtain a price list for rooms with at different hotels in the different locations. The statement of work states to have 5 rooms available at all locations. The check-in and check-out days are unknown. Rooms are reserved by the COR when a Veteran has an appointment in the area. Frequency will fluctuate based on need through out the life of the BPA.

Question 2: I can't seem to find the address for the Greeley, CO location. It's not listed on the VA website. Could you please provide us with the exact address so we can work with the hotels for the requested shuttle service?

Government Response: The facility being used in Greeley, Colorado is UCHealth campus of 6767 29th str d Greeley CO 80634 now. The VA clinic in that area has recently closed.

Question 3: The SOW lists the requested schedule for shuttle service to be from 5 pm until 9 am. Please confirm this information and that the VA is requesting a 16-hour overnight service.

Government Response: Times are corrected to 5pm to 9pm.

Question 4: Can we provide multiple proposals for different hotels? If so, what's the preferred format to do so?

Government Response: Yes, the instructions provided in section VI above the price schedule states “All interested SDVOSBs shall provide quotations on the Pricing Schedule below IAW the attached Statement of Work (SOW). Please identify the name and address associated with each price. Multiple hotels locations can be submitted per location”. The price list provide needs to include the hotel name, hotel address, and the nightly rate to be included in the price list for the BPA.

Question 5: It states you need rooms 5 rooms set aside Sunday - Saturday. Are the majority of the rooms needed Sunday-Thursday nights with just a few on the weekends?

Government Response: Sunday through Thursday is when the majority of the rooms are used as Veteran’s appointments tend to only occur during the week.

Question 6: On the pricing CLINS you have 70 rooms at each location? Is that the anticipated number of rooms per month?

Government Response: The 70 room is an estimated number of rooms that could be potentially order from the BPA. On average the Cheyenne location has a use of 6 rooms a week. The other locations are new and the VA does not have date on an average need.
