About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition from the Department of Veterans Affairs for the Oklahoma City Healthcare System. The VA seeks to immediately replace critical HVAC components at the medical center due to catastrophic system failures, including an Emergency Room chiller, package units, AHU-5, exhaust fans, and air handler fans. The procurement will include 1 80-ton air-cooled chiller, 2 12.5-ton packaged units, 1 AHU-5 chilled water coil, 1 supply air fan replacement, 2 utility fan sets, and associated installation materials. Additionally, the contractor will provide 18 rental spot coolers to provide temporary cooling for affected spaces.

The contract will be awarded to Jackson Mechanical, a small local business with extensive knowledge of the facility and ability to quickly mobilize equipment and personnel. The justification cites unusual and compelling urgency as the basis for sole-source procurement, noting extreme temperatures in patient areas (75-85 degrees) that compromise patient and staff safety. The estimated contract value is redacted, but the contracting officer certified the pricing as fair and reasonable. The VA intends to seek competitive bids for future similar acquisitions when possible, with this emergency action focused on immediately mitigating facility cooling system failures.

DEPARTMENT OF VETERANS AFFAIRS

Justification and Approval (J&A) For

Other Than Full and Open Competition (>SAT)

Acquisition Plan Action ID: 36C259-25-AP-4371 Tracking Number: FY25 - NCO 19 - 2033

Contracting Activity: The Department of Veterans Affairs, Network Contracting Office (NCO) 19, 6162 South Willow Dr., Suite 300, Greenwood Village, CO 80111, on behalf of the Oklahoma City Healthcare System (OKCHCS), 921 NE13th Avenue, Oklahoma City, OK, proposes to enter into a contract on the basis of other than full and open competition to provide all labor, material, equipment and supervision necessary to replace critical HVAC components including the Emergency Room chiller, package units, AHU-5, exhaust fans, and Lawton North supply fan for air handler. This action will be procured under 2237 number 635-25-4-5406-1165.

Nature and/or Description of the Action Being Processed: This will be a new, firm fixed price contract to replace critical HVAC Components and provide temporary cooling for the Oklahoma City VAMC.

Description of Supplies/Services Required to Meet the Agency’s Needs: The VA has critical HVAC system failures necessitating replacement of Emergency Room chiller, package units, AHU-5/exhaust fans for Canteen dining room, and Lawton North air handler fan/motor. These items are essential to maintain proper temperatures in patient areas.

Temporary units have been deployed to help but cannot maintain temperatures. Hospital Emergency Room temperatures are 75 and climbing, and the Canteen is 82. Lawton North (Dental, PT and other patient services) concurrently had a catastrophic failure of the fan.

Temperatures at that facility are currently 79-85. Items to be procured under this contract include 1 80 Ton nominal air cooled Chiller, 2 12.5 Ton Packaged units, 1 AHU-5 chilled water coil, 1 AH -5 Supply Air fan replacement, 2 180-A CPS utility fan sets, and associated materials and labor for installation. Because there is a lead-time for the replacement parts, the contractor will also provide 18 rental spot coolers to provide cooling capacity for the affected spaces.
