ICU Endo Window Replacement 436-24-120 Solicitation 36C25924R0048
Question No. 1: Project documents show no windows to be replaced in Procedure #2. Please confirm there is (1) window added to scope of work for that room. Please confirm an additional window is required to be replaced.
Answer No. 1: Yes, the window in the plan view southwest corner of Procedure Room #2 (363A) is required to be replaced as part of this project. This window is included in the count of eight called out in the scope of work.
Question No. 2: Please confirm if work can be done during normal business hours.
Answer No. 2: The windows in the endoscopy area will have to be coordinated with the VA for afterhours and weekend work. ICRA measures will have to be put into place at the start of each work shift and removed at the end of each work shift. After contractor cleanup is complete, VA housekeeping will need to be notified in order to perform terminal clean in this area. All clean-up will need to be complete and ready for patient care prior to start of business on the morning following.
Question No. 3: Specifications include specification 08 56 53. Please confirm blast resistant windows and frames are not required.
Answer No. 3: Windows shall be provided as described in the scope of work Section III. Paragraph A. General Contractor Requirements. So long as these window manufacture standards are met, blast analysis based on W1 and GP2 are not required given the scope of this project.
Question No. 4: Due to the locations of the replacement windows; Are there any other requirements for window treatments not shown in project documents? Are the shades to match previous project on 4th floor?
Answer No. 4: There are no requirements for any window treatments other than shades to be provided. Shades to match previous work except that two shades, one each, in procedure rooms #1 and #1 will be blackout shades of same manufacturer and style as the balance of the shades. Shades to match recent projects as follows:
Provide window shade:

Provide blackout window shade:

Question No. 5: Can work be completed during normal business hours (i.e. Mon-Fri 7:00 AM – 5:00 PM)?
Answer No. 5: See Answer No. 2.
Question No. 6: Please indicate if contractor will be allowed to work in multiple rooms (minimum two recommended to meet infection control requirements).
Answer No. 6: In the ICU, ability to work in multiple rooms will be dependent on patient census at the time work is scheduled. In the endoscopy area, refer to Answer No. 2. Work schedule should reflect an appropriate number of rooms/windows per work shift to meet these requirements.
Question No. 7: Please confirm scope in Endoscopy Procedure Room #2 (363A). During the site walk, it was noted that the window called to be infilled with brick has already been covered with sheetrock. Does the other existing window in 363A need to be replaced? Does this window still need to be infilled with brick?
Answer No. 7: The drawing provided shows eight windows in endoscopy with seven of them marked for replacement. The scope of work statement is that there are eight windows in endoscopy to remove. This is count is correct. Seven endoscopy windows to be removed and replaced with new windows as described in the specifications and SOW. One window,as indicated on the drawing, to be removed and infilled with brick as described in the specifications. Access to this window opening may require partial removal of finished gypsum wallboard to properly weather seal the brick infill. If so, then the work will also include patching and painting to restore the wall to pre-construction condition.
Question No. 8: Do all shared interior walls in ICU & endoscopy go to deck?
Answer No. 8: As built drawings from previous projects would indicate that interior walls continuing to deck above should be the assumed existing condition. Field verification was not done.
Question No. 9: Will the ICU be shut down for the duration of the project?
Answer No. 9: No. Per the solicitation SOW Section III Paragraph A, “The project will take place in an occupied healthcare facility and the activities will require construction to be phased in such a way as to minimize impact to staff and patients.”
Question No. 10: Will endoscopy be shut down for the duration of the project?
Answer No. 10: No. Per the solicitation SOW Section III Paragraph A, “The project will take place in an occupied healthcare facility and the activities will require construction to be phased in such a way as to minimize impact to staff and patients.”
Question No. 11: Per ICRA, HEPA filtered air is required to be exhausted outside. Please confirm HEPA filtered air must be exhausted outside for this project. Project scope includes very minimal dust producing activities. Requiring HEPA filtered air to be exhausted outside will significantly increase project duration, cost, & impact to patients and staff. Recommend waiving HEPA filtered outside exhaust requirement for this project.
Answer No. 11: At this time, the facility Quality Management, Patient Safety, and Infection Prevention teams are not receptive to applying for waivers and are interpreting the ICRA requirements in favor of the most conservative measures for construction controls. When bidding, assume that the contractor will be held to providing all ICRA controls described in the provided document.
Question No. 12: Can the site superintendent simultaneously fulfill the CQCM and SSHO duties/roles (i.e. one person performs all three roles)?
Answer No. 12: If the contractor provides a full-time site superintendent who is dedicated to this project (i.e., NOT involved in any way with any other projects at this VA Facility or any other location) and is capable of being on site at all times that any work is being performed on this project, then these three roles can be performed by one individual. If there is any question that any one of these conditions can be met fully for the entirety of the project period of performance, then the contractor must provide at least two part time persons to share in fulfilling these three roles.
