About this file
This document contains responses to questions from potential offerors on a solicitation to remove an existing dirt stockpile and build paddock walls at a Department of Veterans Affairs site. Key details include: the irrigation lines on site are currently unused and must be capped a minimum of 18 inches below grade; millings removed during construction must be relocated onsite for future use; waste material must be removed from the site by the contractor; precast concrete blocks between 4 to 6 feet long can be used to build the paddock walls, which do not require mechanical fasteners, coatings, or submittals beyond meeting dimensional and weight specifications; and offers are due by December 18, 2023 at 1:00 PM Mountain Time. The solicitation number is 36C25924R0005 and is issued by the Department of Veterans Affairs Network Contracting Office 19 for an opportunity to remove an existing dirt stockpile and build paddock walls on property of the Veterans Health Administration Veterans Integrated Service Network 19.

CONTINUATION PAGE
RFI #1, Remove Dirt Stockpile
1. Are the referenced pipes water, and abandoned?
They are water irrigation lines that are currently blown out and unused.
2. If they are not abandoned, how far below grade should they be capped?
Minimum of 18” below grade, back filled with suitable fill material.
3. Are photos available for this project?
See attached.
4. Is the government providing the concrete blocks or the contractor?
Blocks are to be contractor provided.
5. Does the government wish to retain the millings to be removed from the project area (i.e., is there another location onsite where they are to be relocated/re-stockpiled) or are the millings to become the property of the contractor and hauled offsite?
Millings are to be relocated onsite. After paddock construction, millings and other stockpiles are to be moved into paddock at COR direction.
6. Aside from the trees and millings to be removed, we assume there will also be other waste material generated (i.e., topsoil, organics) through the process of subgrade preparation. Is this other material also to be removed from the site and disposed of by the contractor, or is there a location onsite where excess soil can be stockpiled or placed?
Excess soil and other waste materials are to be removed and disposed of by contractor.
7. Regarding the two (2) pipes to be cut below grade and capped approx. 40’ east of the conex, are there any specific requirements for capping? Are these pipes live and therefore need to be capped with a pressure-rated fitting, or is the below-grade cap simply intended to prevent soil from entering the cut end?
The pipes need a pressure-rated fitting, preferred a threaded cap.
8. Are the root balls from the dead trees to be completely removed below grade and backfilled with suitable fill material?
Yes.
9. Please confirm that the second set of pipes approx. 25’ east of the limits of construction do not need to be cut/capped and are to remain as existing.
Correct.
10 The plans call for approx. 250 each 6’x2’x2’ precast blocks. If the same size bins (18’ wide x 24’ deep x 10’ tall) can be constructed using block of different dimensions (i.e., 4’x2’x2’), does the government have any objection to using different sized precast blocks? We understand this would require more than 250 blocks.
Final block size needs to be coordinated with COR, if different than shown on drawings. 4’x2’x2’ would be smallest size acceptable.
11. Do the precast blocks need to be textured or smooth on one or both sides? Does the government have any objection to using blocks which are textured on one side and smooth on the other?
No requirement on block texture.
12. Do the precast blocks need to be tied together with any sort of mechanical fasteners/straps other than the traditional “dome-style” interlocking mechanism cast into the top of bottom of the individual blocks?
No mechanical fasteners/straps, just interlocking cast into the blocks.
13. Does the government wish to have the top course/level of the blocks flat (i.e., without domes) or may the same blocks used in the lower courses (i.e., with domes) be used for the top of the walls/bins?
Blocks can be of all one type.
14. Are there any other technical specifications or requirements available for the precast blocks which may designate a specific color, minimum compressive strength, concrete mix design, etc.?
Blocks must be one piece, without seams, or visible damage.
15. Please confirm the bid due date is 12/18/23 1 pm MT per the SF1442 form and not 12/11/23 per SAM.gov posting.
Due date is 12/18/2023 at 1:00 PM MT, as referenced in the RFP.
16. Please confirm the government is requiring use of 6’ long x 2’ x 2’ blocks for construction of the walls and is not allowing substitution of 4’ long blocks. Please note that 3’ long blocks would be needed at the ends of the walls to properly stagger the block lifts. Please also note that 6’ long blocks will provide much better stability than 4’ long blocks and 4’ long blocks would not meet the 3,600 lb/block requirement per the drawings.
4’x2’x2’ blocks are acceptable but bin sizes need to still match drawings. 3’x2’x2’ blocks are NOT an acceptable.
17. Is there any requirement for uniform color or texture of the blocks? These blocks are normally made from excess concrete by the manufacturers and may not be uniform color or texture.
There is no requirement for color or texture.
18. Does the government want native soil as the floor between walls or is there a specific material requirement for the floor?
See Earthwork Specification.
19. Please confirm there will be no engineering or material submittals required for the concrete blocks as long as the blocks meet the dimensional and weight requirements.
Correct.
