CONTRACTOR Q&A’s

Building 604 Lead Based Paint Remediation Project # 436-23-114

Q&A No 1: Please confirm that all bidding contractors are to utilize temporary chain link fencing to isolate the work areas from the public Answer No.1: Due to the proximity to the homeless housing and the Native American ritual grounds, yes barricading should be deployed around active work areas. Contractors must also be cautious when driving along the roadways behind Freedom’s Path housing as Veterans and their families reside there.

Q&A No 2: Please indicate if special work hours are required near building 146. There is a tipi setup directly behind the building. The tipi may need to be relocated in order for work to be performed Answer No.2: The tipi cannot be moved and must not be damaged or soiled for the duration of the project. The tipi is normally utilized in the evening hours and on weekends. The VA Engineering COR will contact and coordinate with local Tribal Leadership to ensure scheduling works around their activities in the area.

Q&A No 3: Please indicate if any soil sampling is required. If required, please provide testing spec or confirm the quantity of soil tests required Answer No.3: Soil sampling will be needed to determine if the areas surrounding Bldgs. 604-144-145-146 are contaminated above Permissible Limits for concentration and if they will require remediation. If so then remediation will be required

Q&A No 4: Is any masonry work/repointing included in project scope?

Answer No.4: YES - Please include masonry repairs and brick repointing in the estimates for Bldgs. 144 – 145 – 146

Q&A No 5: Price/Cost Schedule only allows for lump sum pricing submission, but the SOW calls for wood substrate replacement at a T&M rate. Please update Price/Cost Schedule or confirm that a substrate material replacement shall be treated as an unforeseen site condition.

Answer No.5: Please refer to the amended SOW – substrate repairs and/or replacement will be treated as an unforeseen site condition. The VA Engineering COR expects medium to high levels of substrate wear and tear due to the age of the structures, please keep this in mind for initial estimates.

Q&A No 6: Project scope includes new metal roofing, glazing replacement, replacement of existing garage doors, new interior and exterior power, & new interior and interior lighting. It will be extremely difficult to provide accurate pricing if drawings or not provided as the SOW does not indicate window sizes, garage door sizes, SF of roofing to be replaced, location of existing electrical panels, etc. Please provide drawings and specs (if possible) or clarify points listed above.

Answer No.6: Please refer to the amended SOW – the roofing on Bldgs. 144-145-146 will be replaced with the same material as the existing roof.

Q&A No 7: If possible, please provide an existing site plan from another project that has the footprint of the buildings Answer No.7: Site Plan provided – see measurements below Bldgs. 144-145-146 Window dimensions: all 14 Windows are 30” Height x 24” Width with trim overlaying the window frames and sills protruding from the bottoms of each Bldgs. 144-145-146 Garage Door dimensions: All 14 garage doors are square in shape, measuring 8’ Height x 8’ Width Bldg. 144 footprint dimensions / GSF: 1428 GSF Bldg. 145 footprint dimensions / GSF: 255 GSF Bldg. 146 footprint dimensions / GSF: 1228 GSF Bldg. 604 footprint dimensions / GSF: 540 GSF Approximate Soil Remediation Volume: TBD based on soil survey – plan on 6 inches in depth and 6 feet from the existing structure.
