CONTRACTOR Q&A’s
Roofing Project Muskogee
Q&A No 1: Under I.5B PROPOSAL REQUIREMENTS - it states we need to provide a LOS Certificate, but this form was not included in the RFP documents. Where can we obtain this certificate to complete or will your office upload it to the RFP SAM announcement?
Answer No.1: See section 4.12, 852.219-75 ( pg. 52-53).
Q&A No 2: Under 1.5B PROPOSAL REQUIREMENTS - it states we need to provide one attachment for past performance information for each project. Do we also need to provide a project summary sheet or will the CPAR or PPQ suffice for the past performance requirement?
Answer No.2: Please reference Factor 1 – Past Performance (a) Solicitation Submittal Requirements (pg.
13). It states, “if a completed Contractor performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted.” If you do not have a CPARS rating you can provide, then, “the offeror shall submit Past Performance Questionnaires (PPQ) for each project.” A project summary sheet is not required but may submitted to provide additional information on the project.
Q&A No 3: It states that the original Bid Bond, in the amount of twenty (20%) percent (but not to exceed $3,000,000) of the bid price shall be mailed to the address listed in block 8 of the SF1442 and be received at the address no later than the closing date and time. Note: There is only an email address - no address is listed in the block 8. Can we send the original bid bond via FEDEX or UPS? Or does it need to be sent via USPS? Will someone be in the office to sign for the delivery?
Answer No.3: See Instruction to Offerors, section I.5B (pg. 16). We have no carrier preference and cannot guarantee that there will be someone in the office at time of delivery, although, if delivered during normal business hours and delivery carrier requests a signature, one will be provided.
Q&A No 4: It states in the RFP that all offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so. It is our understanding that CVE certification is maintained by the Small Business Administration(SBA). Do we need to provide anything from the SBA which shows we are CVE certified?
Answer No.4: No.
Q&A No 5: Is a VET 4212 report required?
Answer No.5: No.
Q&A No 6: Factor 1, Past Performance states for projects to be Relevant – they must include performance of efforts in a project of roofing replacement in an active medical facility that are similar or greater in scope, magnitude, and complexity than the effort described in this solicitation. If we have projects that are similar in price, scope and complexity from what is described in this solicitation - will these completed projects not be considered, or will they be at a lower relevancy rating given?
Answer No.6: Projects that do not meet the relevancy requirements stated in the solicitation will not be considered.
Q&A No 7: Do we have to provide 5 medical roofing projects?
Answer No.7: No, Refer to the Instructions to Offerors section I.4A, sub-section Factor 1-Past Performance, paragraph (a). S
Q&A No 8: Can we use subcontractor past performance to meet the Factor 1 Past Performance requirements if we obtain a letter of consent from the subcontractor? Will medical past performance from a subcontractor performed as a prime contractor receive less of a rating?
Answer No.8: Refer to the Instructions to Offerors section I.4A, sub-section Factor 1 Past Performance, paragraph (b) Basis of Evaluation which states “Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror.”
Q&A No 9: So that we understand the RFP evaluation criteria - the provided past performance for the 5 projects must receive a "Substantial Confidence Performance Rating" to be considered for award? Please clarify this statement which is located on page 14 of 66 within the RFP document.
Answer No.9: No. As stated in the Instructions to Offerors, “ If the lowest price offer does not receive a Substantial Confidence performance confidence rating, the past performance evaluation continues until an offeror’s past performance is judged to have a Substantial Confidence performance rating. The Government reserves the right to award a contract to other than the lowest priced offeror if the lowest priced offeror is judged to have a performance confidence assessment of "Satisfactory Confidence" or lower. In that event, the Source Selection Authority shall make an integrated assessment best value award decision.”
Q&A No 10: The RFP states that firms shall be properly licensed and bonded to perform general contracting work in the State of Oklahoma or have equivalent licensing and be approved for such work by the Veteran’s Administration. Q&A No.16: If the prime contractor has ongoing work at this facility, can the superintendent have multiple project responsibilities? Or does the prime contractor superintendent need to be dedicated to this single project?
Answer No.16: The prime contractor superintendent needs to be present at the construction workplace when work is being performed. While the prime contractor superintendent is not banned from having multiple project responsibilities.
