CONTRACTOR Q&A’s

Renovate Surgery Outpatient Clinic

Q&A No.1: Will plastic ICRA barriers be acceptable for the duration of the project?

Answer No.1: Yes, where all scheduled work is interior to rooms with intact doors, providing poly barriers affixed to the existing room door frame is acceptable for ICRA barriers.

Q&A No.2: Are we going to be able to work in all the different rooms at the same time?

Answer No.2: Yes.

Q&A No.3: Confirm there is not ceiling demolition work in rooms 345 and 344.

Answer No.3: The function of these rooms remains unchanged (offices) no ceiling demo is required.

Q&A No.4: Is there an asbestos report for these rooms? Concerned the mechanical units that need to be removed in room 373 have asbestos in them.

Answer No.4: No current asbestos report is available. Area is assumed to be free of ACM. If suspected ACM is identified, it will be handled as an unforeseen site condition.

Q&A No.5: Does all work need to happen after hours?

Answer No.5: The requirement for afterhours work can be deleted. The SOW Hours section has been updated.

Q&A No.6: Notes state phasing plan in the drawings but none are shown, please provide phasing plan.

Answer No.6: No phasing plan is required all work is taking place in one area. All five impacted rooms shown on plan are available for duration of P.O.P. The statement of work has been updated to reflect this.

Q&A No.7: Notes in drawings also state ICRA plan but none are shown , please provide ICRA plan.

Answer No.7: Infection control requirements are defined in the safety section of the specifications section 01 35 26 Safety Requirements. A postable ICRA will be provided for signature prior to the start of work.

Q&A No.8 : Can you post the sign-in sheet for 36C25923R0026 Renovation of Surgery Out-Patient Clinic at Fort Harrison?

Answer No.8: Copy will be posted on “Contracting Opportunities” along with this QNA sheet.

Q&A No 9 : Please clarify SOW A.4.I note 7. It asks to “field verify all conditions and quantities that may affect the project work prior to bid of this project.” However, the Contracting Specialist said the walk was not required and it is too hard to verify all conditions in a short job walk. We recommend bidding plans and specifications, then verification after award with as many RFIs before bid as possible if there is any doubt or confusion.

Answer No.9: Please note the correction on your citation, this is for the Statement of Work (SOW) Section I, paragraph 7. This paragraph has been deleted; this is done after award not prior to bid.

Q&A No.10 : Please clarify SOW A.4.I note 8. Reviewing and selecting applicable VA design guidelines is usually the responsibility of an A&E to identify the applicable requirements and incorporate them into the plans and specifications. Is it the VA’s intent for the contractor to hire a licensed A/E to perform this review? Did the VA include applicable specifications and plans in the design, or should we research other applicable guidelines? Usually, all the applicable code requirements are in the specifications provided as well. If a VA design guideline conflicts with plans and specifications, is it the intent of the VA for the GC to cover the cost or just identify as a potential design deficiency and price accordingly? As this is a simple project, we recommend the VA not require the GC to cover every VA design guideline written as this will unnecessarily increase costs and/or risk for all parties. If something was missed on design or specifications we recommend handling like a typical design-bid-build, not a design-build.

Answer No.10: Please note the correction on your citation, this is for the Statement of Work (SOW) Section I, paragraph 8. Proceed with the design as provided. Building codes applicable to each trade are referenced in the specifications and a qualified tradesman shall be expected to provide all installation per code.

Q&A No.11: Please clarify SOW A.4.III. Construction Requirements note 1: Similar to question above, “Master Construction Specifications, Design Guides, and CAD Standards” are usually selected by an A&E, please clarify if this is the intent of the VA. Based on the size and complexity of the project, we recommend that the GC does not need to hire an A&E to review those documents. Right now, the VA is asking the GC to have every VA specification, this seems like it would increase risk unnecessarily and cost. Since it is not a design build, we highly recommend removing design elements from SOW.

Answer No.11: Please note the correction on your citation, this is for the Statement of Work (SOW) Section III, paragraph 1. Concur. The GC is not expected to hire an A/E for this construction. Build per contract solicitation drawings and specifications.

Q&A No.12: SOW A.4.I.5: ICRA Requirements. Please provide sample ICRA. Are hard barriers and negative air required at all times while work is being performed?

Answer No.12: Please note the correction on your citation, this is for the Statement of Work (SOW) Section I, paragraph 5. Infection control requirements are defined in the safety section of the specifications section 01 35 26 Safety Requirements. A postable ICRA will be provided for signature prior to the start of work. Clarify when/if hard barriers will not be needed (see Q&A 1). Yes, negative pressure is required at all times.

Q&A No.13: SOW A.4.I.7 states “Site investigation is required for this project to ensure accuracy of design.” Please clarify if this project is intended to be design build. Please clarify the contractor required to hire a licensed A/E to confirm design. We recommend deleting this requirement if it is not necessary.

Answer No.13: Please note the correction on your citation, this is for the Statement of Work (SOW) Section I, paragraph 7. This is not design build. Moreover, refer back to QNA No.9 (i.e., paragraph 7 deleted). Refer to Q&A 9 response.

Q&A No.14: SOW A.4.II.1 states that construction is to be phased. Please confirm if phasing is required for this project. If required, please provide phasing plan.

Answer No.14: Please note the correction on your citation, this is for the Statement of Work (SOW) Section II, paragraph 1.This was already answered, refer to QNA No.6. Phasing is not required. Refer to Q&A 6 response.

Q&A No.15: SOW A.4.III.4 Schedule states that the POP is 90 days. A.3 of the cost schedule & A.4.V (Period of Performance) indicates that the POP is 120 calendar days. Please clarify which duration is correct.

Answer No.15: Please note the correction on your citation, this is for the Statement of Work (SOW) Section III, paragraph 4. The period of performance is 120 days, the SOW has been updated to reflect this.

Q&A No.16: SOW A.4.IV.12 Please specify if we can leave fire suppression system active and tie up exiting whips during construction or if temporary heads are required.

Answer No.16: Please note the correction on your citation, this is for the Statement of Work (SOW) Section IV, paragraph 12. Existing fire system to remain active in construction zone at all times except where shutdowns of less than 8 hours in a single work shift are needed for installation of new components as called out on drawings or as a precaution to prevent accidental discharge during ceiling demolition.

Q&A No.17: SOW A.4.IV.15 If needed please provide the temporary barriers and phasing plan referenced. This might be an old note from the bigger surgery project.

Answer No.17: Please note the correction on your citation, this is for the Statement of Work (SOW) Section IV, paragraph 15. In agreement with other Q&A responses, no phasing or hard barriers required.

Q&A No.18: G-0.00 Gen Note 1: Please clarify if this only applies for figures. We will have to scale drawings to get accurate flooring, ceiling, and other takeoff measurements. Please clarify if that is allowed for bidding purposes.

Answer No.18: Scaling for takeoff measurements is acceptable.

Q&A No.19: Plan sheet Q-1.03: Please confirm that all equipment shown is provided and installed by the

VA.

Answer No.19: Equipment plan is for VA use and for reference only. Furniture and medical equipment will be provided by VA. Casework and built-in work surfaces are to be provided by construction contract.

Q&A No.20: Plan sheet ET-1.03 note 4 states “complete hardware sets will be required for card access.”
