Questions and Answers

Question 1: Is there an Incumbent for this solicitation? If so, please provide original solicitation ID number (if available). If there was an incumbent, how many Full Time Employees (FTEEs) did they have to fulfill this requirement? Is there a required/suggested headcount for FTEEs required or requested?

Government Response: This service is currently being provided by award number VA259-17-D-0183. There is not a required/suggested headcount for Full Time Employees for this requirement. The number of Full Time Employees for the Incumbent will not be provided.

Question 2: Our company is a current vendor for the Department of Veterans Affairs and a certified small, woman owned, business enterprise. Would we qualify to submit a bid for this solicitation?

Government Response: No, 36C25923Q0102 is a set-aside for 100% Service-Disabled Veteran Owned Small Business (SDVOSB).

Question 3: Are resumes required for proposal submission?

Government Response: No, Resumes are not required for proposal submission.

Question 4: Could you please confirm that this requirement is being solicited under the current size standard for NAICS 541930?

Government Response: The size standard for NAICS 541930 is currently $22.5 Million effective December 19, 2022. The size standard listed in section IV of the solicitation has been changed to $22.5 Million in this amendment.

Question 5: Will the FTEE(s) be required to work on-site/in-person or will this be a remote work position(s)?

Government Response: All work for this requirement will be completed remotely or at the Contractor’s facility.

Question 6: Is there a minimum wage requirement for this position Government Response: The minimum wage for this requirement is shown in Attachment 4 – Wage Determination.

Question 7: How does the Contractor get paid for this requirement, Per word per page?

Government Response: The Price Schedule in Section VI of the Combined Synopsis Solicitation states Per Word.

Question 8: How much is the VA contract worth?

Government Response: The total contract value will be determined based on the estimated word count and Contractor provided price per word.

Question 9: The Line Items dates in the pricing schedule appear to be off as to the end dates. For example, Line Item 0001 has “02-01-2023 to 01-31-2023”. Should this end date be “01-31-2024? This end date issue appears to exist for several of the Line Items-please advise Government Response: The Price Schedule in Section VI of the Combined Synopsis Solicitation periods of performance are updated as shown below.

Question 10: Section VIII FAR 52.212-1: The first sentence states that 52.212-1 applies to this acquisition. The third sentence under ADDENDUM states that the version of 52.212-1 in the addendum “supersedes” the version contained in the FAR. Does the Addendum replace the FAR version? Are there any instructions addressed in 52.212-1 contained in the FAR that offerors need to address?

Government Response: The Addendum does replace the FAR version of the clause to give the specific instructions for this solicitation. This is to make it clear what the government is requiring all potential offerors to submit for this requirement. There are no additional items that need to be addressed from the FAR 52.212-1.

Question 11: FAR 52.212-1 (c) The FAR states that: “The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.” No reference to the period of acceptance is found in the RFQ. Is the required period of acceptance 30 days from the date specified for receipt of offers?

Government Response: Period of acceptance is 30 days from 01-06-2023 unless the close date is extended.

Question 12: Section IX (a) Technical Capability: The RFQ specifies an eight (8) page limit for the Technical Capability. The PWS for this requirement is ten (10) pages and the RFQ is seven (7) pages. This page limit restricts offeror’s ability to provide “documentation illustrating a clear description of the management methodology that will be used for executing the effort described in the SOW.” In the interest of providing the Government with a clear and complete description of our Technical Capability, will the Government revise the page limit for the Technical Capability to 15 to 20 pages.

Government Response: The page limit in section IX A) Technical Capability is here by updated to 15 pages. Anything after 15 page of the Technical Capability Documents will not be reviewed.

No additional questions are being accepted for this Combined Synopsis Solicitation.

Note: All aspects of ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS shall be met to be considered for award. Offers received that do not comply with the terms and conditions of the solicitation and/or have missing documentation may be considered con-compliant and eliminated from evaluation.
