Kitchen Evaporative Cooling Removal & Replacement
Replacement of the (1) direct and the (1) indirect evaporative coolers serving the kitchen area (preparation and service areas of dietetics). The two coolers will be replaced with a single DX coil and remote condensing unit that will provide the same capacity as existing system. This will require new roof support and flashing for the new condensing unit which will be located on the roof near the coil of the kitchen HRU. As well as upgraded electrical services.
Phasing Plan
Since the affected areas are occupied M-F the contractor will be required to submit a detailed phasing plan for approval to the government for approval prior to starting any work. The phasing plan should have as a minimum option to keep limit impact as much as possible and continuous of operation of services can be maintained through the project.
Site Investigation The Contractor is responsible to conduct appropriate site investigation to obtain all information necessary to complete project activities. The VA will provide reference documents to the extent possible but does not guarantee the accuracy of such documents. The responsibility to verify all necessary information to complete Construction services belongs to the Contractor. Accuracy of existing drawings will be ascertained, and a conditional assessment of existing equipment/material will be determined. Incomplete and fragmented site investigation by the contractor shall not be a justification to reduce the scope or increase contract price.
Deliverables The Contractor will provide all equipment, manpower, sub-contractors and materials necessary to produce a quality finished product, as-built drawings, training, and spare equipment, tools and parts as defined in the specifications and or drawings. The construction work schedule will be modified or accelerated to meet government goals for delivery dates as defined in the contract at no additional cost to the government. All work must meet all applicable codes, regulations, and standards.
Work Schedule The project will be completed within 24 weeks after all major parts arrive in Helena, Montana. The contractor will give the Department of Veterans Affairs a 30-day advance notice of the proposed work schedule for approval. The contractor is responsible to supply all equipment, materials, manpower and Insurance and Bonding required to perform the work.
The scope of work may require some of the work to be done off normal business hours (night or weekend) to eliminate conflicts with kitchen and laundry operations.
Any questions can be direct to Facilities Management Services Department at VA Montana.

SECTION 7 – ELECTRICAL
A. General Facility Electrical System Building 154 at the VA hospital at Ft. Harrison is currently served by a 2500A 208Y/120 volt distribution board located on the first floor of the ‘B’ wing. The main distribution board is in excellent condition. The main distribution board feeds equipment that ranges in age from original construction in 1961 to equipment that has been installed within the past few years. Although some of the electrical distribution is nearing the end of its useful life, no electrical distribution equipment replacement is anticipated as a result of this project.
There is a metering system – the SquareD Powerlogic, which appears to be monitored and recorded by the facility.
The emergency power for Building 154 is provided by a 500-kW generator that was installed in 2000. The generator feeds four ASCO 7000 transfer switches serving Life Safety, Critical and Equipment loads.
Both normal and emergency power appear to be sufficient in capacity for this project.
B. Electrical Design Criteria The scope of the electrical work includes reusing existing equipment feeder circuits where possible, and modifying or adding new feeder circuits as required to accommodate new mechanical equipment.
When new breakers will be installed in existing panel boards, any electrical outages will be fully coordinated with the owner beginning two weeks prior to any area power shutdowns. The areas affected by the outages will be identified and the best time to proceed will be coordinated. After hour work is anticipated to minimize the outage disturbances.
The new electrical installations will be seismically braced for the design category as defined by the structural requirements.
All new conductors shall be copper and will be pulled in EMT conduit with steel compression fittings. Conduits will be labeled every 10’ on center with color coded labels corresponding to the electrical branch the conduit belongs to i.e., life safety, critical, emergency, and normal. Equipment labeling will consist of lamacoid labels indicating the floor/voltage/feeder/branch. Panel schedules will be updated with typed labels.
The equipment disconnecting means is anticipated to be provided with the new Equipment.

A strength, weakness, or deficiency used to evaluate offerors’ proposal for each of the non-price factors are as defined below.
Definitions
Strength
Any aspect of a proposal that, when judged against a stated evaluation criterion enhances the merit of the proposal or increases the probability of successful performance of the contract.
Weakness
A flaw in a proposal that increases the risk of unsuccessful contract performance.
Deficiency
A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
Factor 1 – Past Performance:
(a) Solicitation Submittal Requirements:
Submit a minimum of one (1) and a maximum of three (3) construction projects for the offeror that best demonstrates your Construction Experience on relevant projects that are similar in size, scope, and complexity to the RFP. The offeror shall have relevant construction experience as a prime construction contractor managing multiple subcontractors. For purposes of this evaluation, a relevant project is further defined as replacement of evaporative coolers with DX in an active medical facility. Project(s) shall have a minimum value of $500,000 and shall have been completed, including all options, within the past five (5) years of the date of issuance of this RFP.
Submit a minimum of one (1) and a maximum of three (3) design projects for the design team that best demonstrates Design Experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as replacement of evaporative coolers with DX. Project(s) shall have a minimum “construction” value of $100,000 and shall have been completed, including all options, within the past five years of issuance of the RFP. The offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the involvement for the design subcontractor.
The attached Construction & Design Experience Project Data Sheet (Attachment D) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form.
If a completed Construction Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in factor 1 for construction experience. If a completed Architect-Engineer (A-E) CPARS evaluation is available, it shall be submitted with the proposal for each project included in factor 1 for design experience. If there is not a completed CPARS for either construction or A-E evaluation, then submit Past Performance Questionnaires (Attachment C) for each project included in Factor 1 for both Construction Experience and Design Experience. The offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Joseph Wingfield, joseph.wingfield@va.gov.
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 – Experience. Offerors may also address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
Performance award or additional information submitted will not be considered.
The Government also reserves the right to award to the lower priced offeror with lower past performance rating if the Source Selection Authority (SSA) determines the price difference does not merit awarding to the higher priced offeror. In that event, the Source Selection Authority shall make an integrated assessment best value award decision.
(b) Basis of Evaluation:
This evaluation focuses on how well the offeror performed on the relevant projects submitted under Factor 1 – Experience and past performance on other projects currently documented in known sources. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror’s past performance will be used as a means of evaluating the offeror’s probability to successfully meet the requirements of the RFP.
Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably in past performance and will receive an Unknown Confidence rating.
Factor 2 – Technical Approach:
(a) Solicitation Submittal Requirements:
Provide a brief narrative (page limitation: two page (in 12-point Times New Roman font) for brief narrative) describing the offeror’s method to manage the project to achieve design and construction design objectives as described in the RFP. If the page limits are exceeded, the pages in excess of the limit will not be read or considered. Include at minimum all aspects covered in the scope of work. The following shall be included in the narrative:
1) Design Approach: Describe the techniques and methods for an efficient, effective design and;
2) Construction Approach: Describe the techniques and methods for this construction project to include coordination with the design packages, projected timelines and coordination of work.
(b) Basis of Evaluation:
The basis of evaluation will include the offeror’s proposed technical approach for this design-build project as defined in the solicitation submittal requirements. The assessment of the offeror’s method to manage the project shall be used as a means of evaluating the offeror’s ability to successfully meet the requirements of the solicitation.
Factor 3 – Technical Solution
1. Solicitation Submittal Requirements:
Provide a narrative describing the technical solution to the project that meets the requirements of the RFP. Include the following:
· Describe how your team will design and/or recommend a replacement to the existing evaporative cooling equipment, where the goal is to remove existing equipment and replace w/ equivalent system that meets the load demands (20%+ capacity) and meets VA design HVAC standards.
· Ability to analyze existing site conditions, existing equipment, heating loads and develop a replacement plan, and then install the new equipment to SOW and VA standards.
· Describe how your team will develop and implement construction phasing plans that ensures minimum disruption of the hospital facility Laundry and Kitchen areas at Fort Harrison. This will include installation of new Schneider Electric controls w/ integration into Ft Harrison Enterprise server.
· Describe how your team will test, balance and certify the equipment to meet the demands after installation.
Narrative shall not exceed three (3) double-sided pages (or six (6) single-sided pages). Up to three (3) conceptual drawings may be provided to supplement the narrative (i.e., roof plan, equipment layout, and electrical as-builts).
1. Basis of Evaluation:
The Government will evaluate the narrative and conceptual drawings (if included) considering the extent to which the offeror demonstrates a clear understanding of the architectural and engineering requirements of the project. The Government will evaluate the offeror's technical solution to determine adherence to the technical requirements of the RFP.
Factor 4 – Schedule
(a) Solicitation Submittal Requirements:
(1) The progress schedule will be in a time scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. All schedule items will show a start date and a completion date. The detailed schedule, will indicate specific tasks with dates for each step of the process including:
1. Design Period: The design period sub periods (i.e., first and second reviews, other meetings, internal QUALITY ASSURANCE /QUALITY CONTROL plan reviews, etc.).
1. Construction Period: Mobilization; Demolition method and sequencing; plans to avoid utility outages; submittals and material delivery; generator relocation etc.
1. General Project Delivery Schedule and Narrative - Show relationships between construction document development/completion (including required review activities) and construction activities.
d. Schedule shall indicate all elements of the design and construction timeline, from notice to proceed (NTP) (in order to establish a common baseline among all offerors, assume NTP date of August 1, 2016) to contract completion, including but not limited to preconstruction meetings and submittals, design and design phase approvals, utilities, demolition, material lead times, utility installations, testing/adjusting/balancing, construction and post-construction submittals, close-out.
(2) The offeror shall specify how much allowance has been made for bad weather in the schedule, the days of the week and the hours of construction operations during each phase of the work, and the percentage of contract completion that will be achieved at the end of each month of the contract.
(3) Short Schedules - The offeror will provide a written commitment as to the time frame (number of days after receipt of the notice to proceed) within which the offeror will guarantee completion. The maximum anticipated completion of this project (including design and construction of the entire project) is indicated in the SOW. Shorter schedules (must include required Government review times), if obtainable, will receive more favorable scoring. The offeror’s schedule will establish the contract completion date and will be incorporated into the award.
(b) Basis of Evaluation:
The basis of evaluation will include the bar graph detailed schedule considering the extent to which the offeror demonstrates a clear understanding of the architectural and engineering requirements for the construction period and general project delivery. The Government will evaluate the likelihood that the work will be performed in accordance with the stated schedule given the technical requirements of the RFP.
Factor 5 – Price
(a) Solicitation Submittal Requirements:
