The purpose of this amendment is to answer the questions received.
All other terms and conditions remain the same.
Questions
1. When was the last time the smoke/heat detectors were last tested that are integrated with the elevator control system? Are there any smoke/heat detectors that are non-functioning, and if so, please identify which ones?
Answer: These are tested on an annual basis at a minimum. We are not aware of any non-functioning smoke/heat.
1. Where are the Fire Control Panels located in each building that pertain to the elevators being modernized?
Answer: There is a fire alarm control panel located in BA-100 of Bldg. 53 which has input/output modules and sprinkler control. There are also FATC, APS, FTR, AIM, AOM equipment located in Room 1a-107.
1. What is the current name and model number for the fire control panel currently being used per building pertaining to the elevator modernization?
Answer: Gamewell-FCI model 600 Series control panel.
1. Do the Fire control panels currently installed have available slots for the addition of relay modules?
Answer: This is a question for York Electronics
1. Who currently services you fire system for the elevator banks that will be modernized?
Answer: York Electronics
1. When was the last time shunt trip circuit breakers were tested pertaining to the elevators that will be modernized? Did they Fail?
Answer: In 2020. We test them when we test the fire alarm flow test. They did not fail.
1. Does the VA require machine room floor to be painted?
Answer: Yes. Machine Room painting is called out in Keynote 2 of Dwg. A-110. Painting will be per VA specifications.
1. Where will contractor be allowed to park due to parking lots 9 and 10 are currently under construction?
Answer: The contractor will be permitted to park only per the VA police. The number and location of parking will be established by the VA police. This is limited to 5 or less spots typically.
1. Where is the proposed lay down areas for tools and equipment? Will a Conex need to be provided by contractor? If so, where would Conex be allowed to be placed?
Answer: Onsite storage is per the drawings and specifications. Once the notice to proceed is issued the final determination for storage will be made depending upon what other projects are ongoing. This area will likely be south of Bldg. 54 or in Parking Lot.4. Dependent upon the items to be stored a Conex may be used by the Contractor in the designated storage area.
1. A fire alarm inspection needs to be conducted with the responding body prior to contract start and who is the responding body?
Answer: Electronic tech and electric shop.
1. Does the contactor need to provide a porta-potty or will the contractor be allowed to use the building facilities?
Answer: The contractor will be allowed to use public building facilities. Some clinics are closed to public access.
1. When was the last time emergency phones have been tested pertaining to the elevators that will be modernized and did any elevators fail the test? If so which elevators?
Answer: They was last tested 2/26/2021. We test phones every month. They did not fail.
1. Which elevators that will be modernized are currently on emergency power?
Answer: Both elevators are on emergency power. They are feed out of Panel EQD each having 100 AMP breaker as shown.
1. When was the last time emergency power was tested for the elevators that will be modernized? Which elevators did not operate on emergency power?
Answer: They was last tested 2/3/2021. We test them every month. They both operate On
1. Who services the ATS for emergency power?
Answer: Engineering Services.
1. Are conductors currently emplaced from the ATS to the PTS for all elevators that will be modernized?
Answer: Yes.
1. What will be required as barriers in front of elevator hoist way doors at each landing?
Answer: The work area for the elevators on this project run a full range of risk rankings based upon floor to floor activities. That combined with the construction activities highest patient group and construction project type determined. The ICRA has not yet been established but the expected barrier type would be temporary solid walls and doors as indicated on the drawings such that one elevator may operate while the other is being worked on easily. The facility allows for the use of fire-resistant poly for lower traffic area with zipper doors.
1. Is an anteroom required at each landing to include negative pressure?
Answer: The anteroom at each landing will be required to include negative pressure.
1. What is the purpose of adding an additional fire alarm panel? Is current fire alarm panel no longer addressable?
Answer: Refer to answer to see about local panels in Bldg 53. Additionally, this will provide a graphical interface.
1. Will the VA provide current CAD drawings of the fire protection plan (sprinkler pipe routing) of machine room spaces, hoist way and pits?
Answer: The VA will provide current CAD drawings including a fire protection plan, spaces plan. A sprinkler plan will be provided if one exists.
1. Are machine room doors to be replaced to meet current fire code?
Answer: Yes, as necessary. The A/E will be available to answer RFI on Code issues.
1. What is the VA’s interpretation of key test station and location?
Answer: The key station as described in specifications needs to be updated specifically for Elevator P7.
1. Prints state removal of ductwork that vents smoke from hoist way, please clarify that the VA wants to remove and not replace duct work that vents smoke from hoist way?
Answer: The VA does want to remove the duct work as indicated on the drawing set.
1. Who will receive training that will be sent to motion control elevator school?
Answer: Identified personnel from engineering and engineering services.
1. Will the machine room and hoist way lighting need to be brought up to ASME 17.1 and if so, can the VA provide a lighting schedule?
Answer: ASME 17.2 is included in the requirements under Section 1.7, C. and is part of the specification. The VA will not provide a lighting schedule related to P7 and P8 or nearby hallways.
1. Is the contractor to provide a third party QEI inspector?
Answer: The Contractor must perform these inspections using independent qualified inspectors. This is called out as part of 3.2 CQC Plan. The inspections must be coordinated with the facility and included in the CQC Plan.
1. Who currently services, maintains, or holds the contract for the fire alarm system at the Jack C. Montgomery Medical Center?
Answer: Fire alarm testing is performed monthly by Engineering Services. Maintenance is performed internally as far as possible.
1. Has the COR confirmed the location for the fire alarm panel that services the P7 and P8 elevators?
Answer: The Fire Alarm system main panel is in the Fire Alarm Room (1C145-1) in Building 1C.
1. Are there drawings for the fire alarm system?
Answer: Yes, there are detailed drawings for the fire alarms system.
1. Is the hoist way lighting a one for one replacement? The current light configuration is well above the requirement.
Answer: Lighting is not a one for one replacement. It is per the reflective light plan drawing and is an upgrade to LED. It must meet the requirements.
1. May we get a copy of the last elevator inspection report for P7 and P8?
Answer: An inspection is not available in that alarm testing is performed internally.
1. Will there be a designated lay-down and storage area for the contractor?
Answer: There will be limited area for lay-down and storage. The contractor may need additional off-site storage.
1. Will the contractor be able to use the VA refuse bins for disposal?
Answer: No. The contractor will need to have their own refuse bin. The VA will need disposal records in accordance with facility Energy and Safety standards.
1. Will negative air machines be required as part of the ICRA along with the barrier for this project?
Answer: Yes, negative air machines will be required based upon the types of work being performed.
1. Is the VA paying for the elevator inspection?
Answer: Elevator inspection services need to be included in the contract bid.
1. The specs call for fire service to operate louvered panels for venting; the SOW calls for demo of vent duct and to seal vent opening. Where will the panels be located?
Answer: The specs call for the installation of new louver with motorized damper to be installed at the top of hoist way.
1. The specs say a new damper is to be installed. Where is it to be installed if the vent duct is removed and opening is sealed?
Answer: The vent duct is to be located at the top of hoist way in existing venting holes. If there is a question about the existing venting holes we will address that to the A/E.
1. The specs call for motion control equipment. Is that a requirement?
Answer: Yes.
1. 1.11 C6 - MCE manufacturer isn’t capable of supplying door operator equipment per MCE. Can we provide GAL manufactured door operators in lieu of MCE?
Answer: Try contacting at Motion Control Engineering (Products : SmarTraq Door Operators (mceinc.com)). According to web page the products are available. The equipment specified is to match what is used by the facility.
1. 2.1A – Please clarify and confirm the following: “All equipment and components shall be new and the manufacturer's current model and compatible with the existing Simplex 4100ES system.” What is the Simplex 4100ES system and is this a part of the elevator system?
Answer: The Simplex system is not part of the elevator system. It is the Fire Alarm System and an operator’s manual can easily be found online.
1. 2.2H. . Where key operated switches are furnished in conjunction with any component of this elevator installation, furnish four (4) keys for each individual switch or lock. Provide different key tumblers for different switch and lock functions. All keys shall match service and P-3 elevators. Each and every key shall have a tag bearing a stamped or etched legend identifying its purpose. Barrel key switches are not acceptable, except where required by code. What key serial numbers do you have for service and p-3 elevators? What function does each key switch perform for service and P-3? Will a key legend be acceptable for describing key functionality on a separate document?

1. Who is the current elevator maintenance performed by and can you provide their contact information?
Answer: Engineering Services provides the routine maintenance.
