1. Please provide the list of building or buildings to be surveyed for this solicitation along with the square footage and the floor plans of the buildings. Please see scope of work. All building details with specific rooms and square footages are listed.
2. Please provide the year of construction and age of the buildings to be surveyed. Buildings 1 & 3 were built back in the late 1940s and early 1950s.
3. Please clarify the table on Page 4 of the solicitation, what are the locations mean? Are they the locations in a building or number of various buildings? What is the quantity mentioned in the table signifies? The table is of the various rooms and the square footage.
4. Please confirm that the contractor does not need to access any confined spaces for survey. The contractor should anticipate accessing confined spaces.
5. Please provide up to date survey data for the building or buildings that need to be surveyed.
This contract requires all identified areas be surveyed. No current historical survey data is available. No previous test results will be accepted.
6. On Page 4, the solicitation notes that “The contractor will be required to collect all samples and for the testing services, which includes visual assessments and bulk sampling of building materials, for all areas that the matrix of any building materials may be disrupted during the project.”
a. Is the referenced construction project inclusive of the mechanical systems throughout these spaces and will HVAC or mechanical spaces be a part of the inspection as they will be renovated and replaced? If the materials could potentially be disturbed as part of the project work (Legionella – water systems)
b. Can the VA provide as-built or drawings of the building or the area anticipated to be impacted by the planned renovation? Yes. At time of award.
c. Are these mechanical spaces included in the square footage noted in the location table at the bottom of page 4 and top of page 5? Yes.
d. Will the inspection additionally include the exterior façade of these spaces including the room envelope (areas such as windows, transoms, insulation, or exterior finishes/surfaces)? If so, are any of these exterior finishes or spaces located on floors 2 or above necessitating a lift for access? No. No exterior work.
7. On Page 4, the solicitation notes that “Any sampling that damages the substrate shall be repaired, by the contractor, with a matching non-asbestos encasing material.”
a. Will the contractor be responsible to finish any sample locations beyond substrate repair, such as paint matching or wall papering? Yes. VA will provide paint if needed.
8. On Page 4, the solicitation includes a table of 13,947 linear feet of pipe insulation, and 15,106 square feet of space.
a. Can the offeror assume that we would be surveying the functional spaces that contain the 13,947 linear feet of pipe insulation as well as the 15,106 square feet of additional functional spaces or are they inclusive of each other, meaning the pipe insulation is found within the 15,106 square feet of functional spaces? The linear feet of TSI is in utility tunnels, plenums, and mechanical spaces. The functional spaces are in addition to the linear feet.
9. On Page 5, the solicitation notes that “the period of performance is 30 days”.
a. Is the 30 days inclusive of a kick off meeting, field work, the draft summary report and final report, allowing time for client review, or just the activities associated with the field work within the 30 day POP with a report to follow shortly after completion of the field work? 30 days inclusive.
10. On Page 5, the solicitation notes that “the government will award two (2) IDIQ (base year and four option periods) contracts resulting from this solicitation to a responsible SDVOSB offeror…”
a. As no CLIN schedule or Schedule of Services was provided, can the offeror assume that the base price would be for the anticipated scope of work defined in the solicitation (asbestos survey of 13,947 linear feet of pipe insulation, and 15,106 square feet of space)?
b. To confirm, is it the government’s intention to award two IDIQ’s from this solicitation and, if it is the government’s intention to award IDIQs, will the government require unit pricing in addition to the price provided for the survey identified in the solicitation? No

11. On Page 8, the solicitation notes that “Factor 1 – Past Performance”
a. In place of CPARs, can the VA please provide an example of the Past Performance
Questionnaire? Posted PPQ
b. We have attached a previous version of a PPQ that we have used for the VA previously. Would this form be acceptable? Use the one posted
c. Would the government allow for an extension of the due date for the solicitation to the close of business on the 21st to allow time for our clients to respond. Extended until Sep 23rd
12. On Page 9, the solicitation notes “(b) Options. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.”
a. As no CLIN schedule or Schedule of Services was provided, can the government expand on what options are available for the offeror to complete? No Options
13. As per the RFI, question 5, it is mentioned that the VA buildings in seven states are covered under this BPA. The solicitation mentions the NESHAP survey for Building in Salt Lake City Health
Care System VA. Please confirm that the solicitation is for just SLC VA building survey. No BPA
14. The revised solicitation and cost sheet does not provide any information on the type of building, size of building etc. that requires the NESHAP survey. Please provide more information for the building that needs to be surveyed i.e. square footage, number of floors, type of construction and use, interior and exterior to be surveyed or only interior to be surveyed, etc. The information provided in the table on page 4 of the solicitation is the extent of the work for the
NESHAP survey. This is a limited scope NESHAP survey.
15. There is a table mentioning location and size on page 4 and 5 of the solicitation. Please clarify what does that table signify? Are those the areas that need to be surveyed and the size is survey area size? Yes.
16. The bid schedule on page 8 of solicitation mentions that it is for a pre-construction asbestos survey for a project. Is the NESHAP survey is for a portion of a building, a whole building, portions of multiple buildings or number of buildings. Please provide more information regarding the survey area. The information provided in the table on page 4 of the solicitation is the extent of the work for the NESHAP survey. This is a limited scope NESHAP survey.
17. Please provide a “not to exceed” number for the PLM analysis of the layers for the survey.
Without a common number to bid on, the various bidders would have different cost and it would not be a fair comparison. Bidders should be utilizing industry standards to determine the number of required samples based upon the materials to be sampled. The VA cannot provide a
“not to exceed” number.
