The purpose of this amendment is to include the answers to the questions received.
All other terms and conditions remain the same.
Questions
1. If we bid on the Visn 19 AE IDIQ does that exclude us from future CM work?
Answer: Yes, the intent of this solicitation is to provide A&E services across the VISN. The CM Services contracts provide companies with an organizational conflict of interest which will preclude them from being able to perform A&E work at across the VISN
2. Are PPQs completed under previous solicitations acceptable? This way our CO’s don’t need to fill out another one they can simply forward that document directly to you?
Answer: A CPARS is the best documentation but, if you have a current PPQ they can be used.
3. Are Part II's included in the 50-page limit?
Answer: Yes, but the page limit is increased to 60 pages.
4. How many awards do you anticipate making for this solicitation?
Answer: The Government intends to award up to 10 contracts to offers.
5. For Interiors, do the key individuals need to be NCIDQ Certified?
Answer: Offerors shall comply with FAR 52.236-25
6. How many A/E contracts do you plan on awarding on this solicitation?
Answer: The Government intends to award up to 10 contracts to offers
7. Can you please let us know which firm is the incumbent for the C1DA--AE IDIQ, solicitation 36C25920R0021?
Answer: We have Apogee Consulting Group. P.A, Engineering with Layton, P.L.C, Fourfront Design, Inc, Guidon Design Inc. Valhalla Engineering Group LLC, Vali Cooper International LLC.
8. Would you be able to lend any insight into this selection criteria? Would we not be considered if we do not currently have an office in the VISN? Could we be considered if we had an action plan to open a physical location and have it staffed? Do you feel we need this office in the VISN to be considered?
Answer: As this is a design requirement. The work can be accomplished from any location. There is a requirement to visit the site during the construction period services. If you do not have a physical location within the area you may be evaluated lower.
9. P 4 of 11, Criterion 4 - Past Performance: The RFP states “Submit a completed CPARS evaluation for each project.” The solicitation does not state that CPARS are excluded from the 50-page allowance. Are CPARS are excluded from the page count?
Answer: The SF330 (not including past performance questionnaires) are limited to 60 pages.
10. Are Part IIs excluded from overall 50-page allowance?
Answer: Yes, but the page limit is increased to 60 pages.
11. Will the Government allow for inclusion of a Cover & Back Cover Page, a Table of Contents page, and Section Divider Pages and exclude these pages from the overall 50-page allowance?
Answer: No
12. For Criterion 2 - “Submission requirements: Provide up to five (5) projects completed or substantially completed within the past five (5) years that best illustrate specialized experience of the proposed team in the areas outlined above…” Is this completed/substantially completed design or construction?
Answer: Both
13. For Criterion 2 - “Submission requirements: Provide up to five (5) projects completed or substantially completed within the past five (5) years that best illustrate specialized experience of the proposed team in the areas outlined above…” Is 5 a maximum requirement or can we submit the typical 10 that the SF330 form allows?
Answer: The maximum is 5 so pick the best to demonstrate qualifications.
14. In Criterion 7 – Experience in construction period services, it states: “Using the projects submitted in Criterion 2 indicate the extent and magnitude of the construction period services provided on those regarding the areas stated above.” Does this mean to put this experience into Section F: Projects, or to talk about the Projects from Section F in Section H.
Answer: Yes, discuss your construction period service experience from section F in section H.
15. On page 4 of the solicitation under Criterion 2, it states, “All information for Criterion 2 should be submitted in Part 1, Section F of the SF330. The Government WILL NOT consider information submitted in addition to Part 1, Section F, in evaluating Criterion 1.” Should that read, “All information for Criterion 2 should be submitted in Part 1, Section F of the SF-330. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluating Criterion 2?”
Answer: It should read: “All information for Criterion 2 should be submitted in Part 1, Section F of the SF-330. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluating Criterion 2.
16. We are an SDVOSB interested in pursuing solicitation 36C25920R0021. However, we have also been asked to be a subconsultant on other teams. Would firms be eligible for an award as a Prime and a subconsultant to other teams pursuing this contract?
Answer: You can pursue each option.
