Question and Answer:
1. Is there a budget parameter for this RFP?
Answer 1. $200,000.00 maximum/year.
2. Would you prefer to receive separate proposals for the Enrollment and Whole Health campaigns? Answer 2. This should be a complete quote containing both campaigns.
3. Referencing question #5, Media Buys. Will the government be treating media buys as ODCs? or will the government pay for media buys?
Answer 3. Media buys and products are part of the quote and there is no additional funding.
4. Referencing question #55, can the government speak to the number of commercials and other video products to be produced?
Answer 4. This will be determined in the research portion of the contract.
5. Referencing questions 59 and 61: examples of work and past performance. How will these be evaluated since there are not specific insturctions for what to submit for each bidder. For example, we can submit several videos, written documents, and campaign collateral. How will our work be evaluated against other bidders who only submit one or two items? Also, how will this will this work be evaluated and impact the award if the primary evaluaton factor is price (question 39)?
Answer 5. Price is non-negotiable and therefore only companies meeting the contract price or lower will be considered. Work will be evaluated based on submissions, companies with complete submissions in accordance with General Standards of Responsibility (see Addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items).
6. Referencing question 39, Price. If the primary evaluation factor is price, how are the other factors considered in determining the winner? Is this a Lowest Price, Technically Acceptable bid? Contracting Question Answer 6. Price is set, companies will be selected based on submission of General Standards of Responsibility (see Addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items).
7. Is the an incumbent company, and if so, may I ask who they are.
Answer 7. None
8. Are you looking for a "local" company, or can outside the area companies bid on this solicitation?
Answer 8. Local is preferred due to requirement of on-site work, but we are open to any options.
9. Can vendor provide some services (video and radio production, media buying, etc, through consultants, or must they have in-house capabilities?
Answer 9. As stated, this must be in-house.
10. Are we allowed to list a cap for each service listed in the contract that would not exceed the $200k ceiling.
Answer 10. What is included in your quote is up to you.
11. The RFQ does not specific the quantities of each services and yet has a dollar amount and specific goal.
Answer 110 As stated, quantity is to be determined through part one of the contract – research.
12. The issue here is that with $200k ceiling with specific requirements means that its only logical that there is cap per year per service. example 1 monthly video production, exact amount of publications required monthly.
Answer 12. You are welcome to phrase your quote as you wish.
13. Are military families an important audience for this initiative?
Answer 13. Veterans are our primary focus.
14. We can certainly can create script copy & audio for you as part of the package but cannot create video, is that going to be a problem?
Answer 14. As stated, video is a requirement.
