Amendment 1 for Urinalysis Cost per Reportable Result Solicitation 36C25919Q0204, 0001

Question 1: Can you confirm the onsite service coverage needed for Billings CBOC and Fort Collins CBOC given their hours of operation?

Answer 1: Billings, Fort Collins, and Loveland only needs coverage Monday through Friday during normal business hours.

Question 2: VA Rocky Mountain (Denver) and VA Grand Junction did not specify the need for a backup on the Statement of Work. What backup requirements are needed for those two sites?

Answer 2: VA Rocky Mountain (Aurora) is requiring a back-up analyzer that is identical to the proposed primary analyzer. Grand Junction VAMC only requires a dipstick for a backup.

Question 3: VA Salt Lake City requested ‘a backup instrument’. Can you clarify if it’s for micro or macro? Automated or manual macro?

Answer 3: Salt Lake City requires back-up urinalysis instruments to be a mirror image of the primary instrument. That is both the macro (chemistry) and micro (microscopic) side of things. Automated.

Question 4: Jack C. Montgomery VAMC, Muskogee, OK is requesting ‘One Primary and one Backup instrument’. Can you clarify if it’s for micro or macro? Automated or manual macro?

Answer 4: The primary needs both macro (chemistry) and micro (microscopic) capability. And automated. The back-up only needs macro (chemistry), automated.

Question 5: Under section 8-a-ii, it states “Provide identical walk-away, automated sampling and testing for urinalysis chemistry testing only for backup purposes.” Can you expand on what this means?

Answer 5: A backup instrument is needed (for some facilities, not all, see #9 VISN 19 Facility Requirements in the Statement of Work for details of backups), that has an identical, walk-away, automated sampling and testing capabilities as the main Urinalysis Chemistry analyzer that will be offered for each of the facilities.

The second or back-up analyzer would be identical to the primary. That way workload can alternate between the two to ensure a single analyzer isn’t overworked. The back-up analyzer would prevent one analyzer from performing a bulk of the load, and act as a “back-up” analyzer if one breaks. Additionally, if an analyzer requires maintenance, workflow wouldn’t be interrupted.

The definition of walk-away states a technician can “walk away” from the analyzer once the specimen is placed on the rack, while the analyzer is running. The technician would not need to interact with the analyzer until the rack is removed.

Question 6: Can you expand on what sites need a Body Fluid module along with the annual volumes for the body fluids?

Answer 6: Oklahoma City VA Health Care System is the only facility requiring a body fluid module. OKC conducts 720 per year. It is only required on one of the instruments. No other facility requires this module.

Question 7: Will one award be given out to one vendor?

Answer 7: Yes. One, open-market, Blanket Purchase Agreement shall be awarded to one vendor.

Question 8: Not all vendors offer both Chemistry UA analyzers and Microscopic UA analyzers.

Can a single vendor (Prime contractor) submit an offer that has two separate vendor analyzers if each has their own automation or do you require the 2 analyzers to be physically connected?

Answer 8: The two analyzers are required to be physically connected. The connection is required, otherwise it wouldn’t be a walk-away analyzer. The analyzer should be able to perform both the chemistry and the microscopic analysis without the technician interacting with the samples. The specimen would need to automatically go from one analyzer to the other, more specifically from the dipstick chemistry module to the microscopic module, without the technologist having to interact with the analyzer.
